Can Americans Still Travel to Cuba?

Yes, U.S. travelers can still go to Cuba legally. The June 30, 2025 National Security Presidential Memorandum (NSPM) signed by President Trump is a statement that clarifies that U.S. policy regarding travel to Cuba has not changed, provided that it is included within one of the 12 categories of allowed travel. Specifically, "the NSPM amplifies efforts to support the Cuban people through the expansion of internet services, free press, free enterprise, free association, and lawful travel." It is possible to make travel arrangements if they are operated within the legal framework of the category of "Support for the Cuban People" as if the visitors engage in a full-time schedule of activities that enhance contact with the Cuban people, support civil society in Cuba, and have meaningful interactions with individuals in Cuba.
