We are structuring a category-defining, cross-sector and replicable project positioned ahead of the current institutional and market framework.

The Ademe controversy deserves better than a binary defend/dismantle debate.
The real question: does public money allocated to the transition produce maximum impact? Or does part of it primarily serve to perpetuate the structures managing it?
Try finding an independent evaluation of ADEME programs' actual impact, beyond self-assessments. You'll see: it's complicated.
Calls for proposals often recycle the same actors. Expert networks tend toward self-referentiality. This isn't unique to Ademe, it's the ordinary risk of any agency operating without binding external evaluation.
The solution? Systematic independent evaluation. Publication of real impacts. Diversification of beneficiaries. Clear separation between those who define criteria, review applications, and receive funding.
Defending Ademe without this requirement makes it vulnerable. Wanting it to work better isn't wanting its demise.

I support the draft decree reviewed by the CSTACAA on 12 February 2026. In my view, it forms part of a broader effort to simplify environmental litigation by bringing together, within a single, clearer and more coherent framework, the various derogatory regimes that have accumulated in recent years for strategic transition projects.

In practice, both French and European law grant broad legitimacy to associations and NGOs whose statutory purpose is the protection of the environment. But that recognition should not turn into a quasi-automatic right to bring proceedings, detached from any real involvement in concrete situations.

Moving from an ecology of incantation to an ecology of efficiency, grounded in results and in the actual reduction of impacts, is now necessary. Administrative justice should be a place for effective, clear and timely adjudication, serving genuine transition solutions.

The standing of such organisations should therefore be assessed less extensively when it is invoked in highly abstract terms and when it rests neither on any real material involvement nor on any demonstrated strategic and public-interest value. The real question is not whether environmental litigation should be curtailed or multiplied, but whether it genuinely serves the environment.

Combien coûte réellement aux contribuables l’écosystème politico-associatif, administratif et médiatique de la transition écologique ?

Sur un périmètre large incluant agences publiques, ONG financées sur fonds publics et soutien public à la presse, et sur la base des derniers comptes annuels disponibles, la facture atteint déjà environ 3,58 milliards d’euros d’argent public direct, et 3,88 milliards si l’on y ajoute les aides indirectes à la presse.

Mais pour quels résultats concrets ?

Pour quelle amélioration mesurable de la qualité de l’air, de la santé, du pouvoir d’achat ou, plus largement, des conditions de vie des Français ?

Tant que cette question restera sans réponse claire, des milliards continueront d’alimenter un système qui profite d’abord à ceux qui en vivent, bien davantage qu’aux citoyens qui le financent.

Car derrière la rhétorique de la justice climatique s’est progressivement installé un système d’auto-légitimation remarquablement efficace. Il produit ses mots d’ordre, ses contentieux, ses relais, ses commentaires, ses tribunes, puis présente sa propre mise en scène comme la preuve de son utilité.

Les ONG s’y présentent comme des vigies, les structures publiques comme des pilotes, et la presse spécialisée comme une médiatrice morale. Mais plus cet ensemble parle au nom de l’intérêt général, plus il devient légitime d’exiger de lui ce qu’il exige sans cesse des autres : des résultats, des preuves, un bilan.

Or ce bilan reste flou. Les effets concrets demeurent difficiles à isoler, à mesurer et à rapporter à la masse des financements engagés, alors même que le pays supporte déjà le poids de la dette, du déficit et de la charge d’intérêts.

Faute d’un tel examen, les contribuables continueront de financer un système qui se protège, se légitime et se reproduit lui-même, au détriment des finances publiques et des véritables priorités nationales.

Sans démantèlement de structures qui invoquent l’intérêt général pour mieux préserver leurs financements, leur influence et leur propre reproduction, l’explosion de nos finances publiques ne sera plus qu’une question de temps.
