广东省工程造价协会与工料测量组交流会议

2026年8月14日,学会工料测量組代表团与广东省住房城乡建设高质量发展与安全监测中心 (广东省建设工程标准定额站) 、广东省工程造价协会举行交流会议。

广东省人员包括广东省建设工程标准定额站陈辅淳主任、卢立明副站长、刘贵风建设定额科科长和林怡希建设定额科科员。广东省工程造价协会有许锡雁副会长、郭亚莹副秘书长、张瑛副秘书长、蔡堉副主任、陈秋梅副主任和吴增衡副主任。

工料测量组代表团包括学工料测量组主席丁远进测量师、工料测量组前主席文志泉测量师、广州议会主席李国永测量师、工料测量组副主席吴雯茵测量师、工料测量组义务司庫黃淑茹测量师和资深会员邓琪祥测量师。

双方在会议中交流了投标价格指数、标准和造价指数发布、全省造价管理机构情况、建筑行业概况、新工程合约、新标准建筑合约、两会工作情况等,亦提及由中国主办的「太平洋工料测量师协会年会」(PAQS Congress 2027)及2028年由中国香港主办的「太平洋工料测量师协会暨国际造价工程委员会联合会议」(PAQS & ICEC Congress 2028)。

[HKIS QSD CPD] A Full-House Night: Pioneering the Future of QS Practice with AI

On 10 August 2026, the HKIS Surveyors Learning Centre was packed to full capacity for a milestone CPD event: "The Milestone QS Research – AI-Driven HKSMM5 Intelligent Coding and Quantity Take-off."

Commissioned by the HKIS QSD Digitalisation Sub-committee, this research marks a major breakthrough in solving the "semantic gap" between BIM design models and HKSMM5 measurement logic.

香港測量師學會工料測量組(HKIS QSD)一直積極推動業界人才發展,早前義務司庫黃淑茹測量師代表工料測量組出席由建造業議會青年事務委員會舉辦的「2026建造業青年大灣區交流計劃」廣州段,擔任飛行嘉賓,與一眾滿懷熱誠的年輕參加者交流互動。

在廣州行程中,黃淑茹測量師在「勒勒車模型大賽」中擔任的評審, 從外觀、速度、承重及創意等角度進行點評。參加者需要運用專業知識製作既輕巧又高承載力的模型車。

除了評審工作,黃淑茹測量師亦與參加者真誠分享了自己成為測量師的心路歷程,鼓勵青年人勇於探索,把握大灣區發展帶來的機遇,為未來職涯規劃更多可能性。

QSD PQSL Procurement Series 2026 (2) – Basic Principles and Case Studies for Tendering (20 July 2026)

An insightful PQSL seminar has been successfully delivered by Sr Mandy Ng, the current Vice Chairperson of the Quantity Surveying Division (QSD) and a Director of Beria Consultants Limited. Over 20 years of rich industry experience, Sr Ng delivered a comprehensive talk tailored for the core concepts and real-world applications of tendering.

Sr Ng walked through key aspects of the tendering process which included fundamental definitions and basic contract law principles, the underlying purpose and various methods of tendering as well as step-by-step procedures involved from tender assessment to tender award. To enrich the discussion, she shared practical problem scenarios and highlighted selected case studies, including modern Modular Integrated Construction (MiC) and Data Centre projects.

To conclude the evening, a souvenir was presented to Sr Mandy Ng by our QSD co-opt member cm Training Sub-Committee Vice-Chairman, Sr Tony Choy. We extend our sincere gratitude to Sr Ng for sharing her valuable time and expertise with our community!

🎓 Inspiring the Next Generation of Quantity Surveyors at Queen Elizabeth School 🏗️

On 6 July 2026, Sr Amee Tong and Sr Sammuel Yung, on behalf of the HKIS QSD, visited Queen Elizabeth School to deliver a career talk and sharing session for Secondary 5 students.

During the sharing, we highlighted the vital role of Quantity Surveyors throughout both the pre-contract and post-contract stages of construction projects, and introduced the core “3Cs” of the profession – Cost, Contract, and Construction. We also discussed how the profession is evolving through innovation and digital technologies. Furthermore, we shared insights into the exciting career pathways available and the route to becoming a qualified professional Quantity Surveyor. It was wonderful to see the students' enthusiasm, curiosity, and active involvement throughout the session.

We hope the session has provided students with a better understanding of the Quantity Surveying profession and inspired some of them to consider pursuing a career in this dynamic and impactful industry.

A sincere thank you to Queen Elizabeth School, the teachers, and all participating students for their warm welcome and active participation. We look forward to continuing our efforts in promoting the Quantity Surveying profession and supporting the development of future industry talents.

CPD: Project Management in Hong Kong, China, India and Southeast Asia (8 July 2026) jointly organised by the HKIS QSD and HKICM

Jim Pippin is the Head of Project Management Office and Project Delivery – Growth Markets at CLP Holdings Ltd responsible for development and ex*****on of projects across Southeast Asia. Prior to that he was responsible for support and oversight of the development and ex*****on of projects across CLP’s regions including China, India, and Australia as well as functional management of CLP’s Project Management Governance System. Jim also served as the Dean of CLP’s Project Management Academy which is the only corporate APM accredited training provider in Hong Kong.

Outside of his volunteer role in APM, Jim is the current Network Lead of the Association of Project Management - Greater Bay Area Network first established in September 1991, as the APM Hong Kong Branch.

Jim shared his 30+ years of experience in projects and the evolution of project management in Hong Kong, China, India, and Southeast Asia, and introduced the Association for Project Management (APM) Greater Bay Area Network. This was followed by a Q&A session.

A certificate of appreciation was presented to Jim Pippin for his contribution.

QSD PQSL Contract Administration Series 2026 (3) - NEC4 – Pre-contract Practice (15 July 2026)

We are pleased to the captioned PQSL event was held successfully in a hybrid format at the HKIS Surveyors Learning Centre (SLC). We were highly privileged to welcome our distinguished guest speaker, Sr H Y Wan, who brings over 30 years of extensive experience in construction contract advisory, strategic procurement, and quantity surveying across Hong Kong and Mainland China.

In this first session of our two-part NEC4 series, Sr Wan delivered an insightful presentation focusing on the essential pre-contract practices under the NEC4 suite.

The seminar covered critical structural approaches, strategic procurement advice and front-end contract strategies designed to optimize project set-up and risk allocation. This comprehensive session laid a strong foundation for the upcoming second part of the series, which will focus on post-contract practices and is scheduled to take place on 20 August 2026.

We express our sincere gratitude to Sr H Y Wan for generously sharing his profound expertise and practical insights with our members. To commemorate this occasion, a token of appreciation was presented to Sr Wan by our QSD Co-opt Member cm Training Sub-Committee Vice-Chairman, Sr Tony Choy. QSD PQSL Contractor Tender & Cost Control Series 2026 (2) – Essential contract management and financial risk for Mechanical and Electrical Packages (MEP) works (9 July 2026)

The QSD PQSL webinar has been successfully hosted by our Training Sub-Committee member, Sr Jade Lau and Sr Kay Cheng. We were deeply honored to have Sr Charlotte Liu as our guest speaker to share her invaluable insights with over 200 members and APC candidates online.

Sr Charlotte Liu is a Member of the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors and Fellow of Chartered Institute of Arbitrators. She obtained Bachelor of Science in Quantity Surveying and Master of Laws in Arbitration and Dispute Resolution from City University of Hong Kong. She is also an adjudicator listed in HKIS Panel of Adjudicators. She has been practising about 30 years of quantity surveying and contract management works for contractors and consultants particularly in MEP trade.

Mechanical and Electrical (MEP) packages are widely recognized as one of the most complex components of a construction project, heavily testing a quantity surveyor's commercial insight.

During the webinar, Sr Liu delivered an exceptional presentation by sharing real-life 3D pipeline clash examples and the shop drawing preparation process. She expertly unpacked the critical risk areas inherent in MEP works across various contract forms.

The session comprehensively covered a series of hot topics and costly MEP risk profiles that quantity surveyors usually pay attention to. She discussed fluctuation, document discrepancies, design liabilities, variations and abortive works, payment terms and cash flow optimization, as well as testing and commissioning (T&C) and extension of time (EOT).

We would like to express our highest appreciation to Sr Liu for her fruitful and generous sharing. Her practical wisdom has immensely benefited both practicing professionals and APC candidates looking to sharpen their exam mindsets and enrich their logbooks. A big thank you also goes out to all our members for their active participation and engaging Q&A discussion.
