🚲 Cycling in Japan: A Complete Guide Foreign Visitors Must Know (2026 Edition)

In recent years, Japan has significantly strengthened enforcement of bicycle-related violations.
Whether you are a tourist, student, office worker, or long-term resident — the same rules apply to everyone.

Cycling in Japan is very convenient, but if you are unfamiliar with local regulations, even a small mistake can result in a fine.

🚨 New System (Starting April 2026)
From April 2026, Japan will officially introduce a “Blue Ticket System” for bicycles (similar to traffic tickets for cars).

Applicable to: Riders aged 16 and above
Violations covered: Over 100 types
After paying the fine: Generally no criminal record

⚠️ However, if you fail to pay or commit a serious offense → it may escalate into a criminal case (Red Ticket)

💰 Common Fines (Approximate)

Riding against traffic / keeping right → around ¥6,000
Not stopping at a stop sign → around ¥5,000
Riding side-by-side → from around ¥9,000
Illegal parking → around ¥9,000–¥12,000
Using a phone while riding → up to around ¥12,000

🛣 Road Rules
Bicycles are legally considered vehicles, not pedestrians.

Ride on the left side of the road
❌ Riding against traffic or on the right side is illegal

When can you ride on the sidewalk?
(Only in the following cases)

When signs permit bicycle use
Children under 13, seniors over 70, or people with mobility difficulties
When the road is too dangerous (construction, heavy traffic, etc.)

👉 If riding on sidewalks:

Ride slowly
Pedestrians have priority
Be ready to stop at any time

This is a small Showa-era house with a garden in Kokubunji.
