Say hello to Scott Phillips!

Scott serves as the EMS Director/Chief of Hoke County EMS and keeps things running smoothly as your Secretary for the NCAEMSA Executive Committee.

Scott began his EMS career in 1992 and stepped into education in 2010, bringing both field experience and a passion for developing others. He has been involved with NCAEMSA for 5–10 years, staying engaged and connected to the profession throughout that time.

Staying connected to the pulse of EMS. The meetings provide valuable insight, real-time information, and a strong connection to what’s happening across the field. He also values representing his organization and region at the state level.

Chris serves as a District Captain with Johnston County Emergency Services, bringing a well-rounded career and deep operational experience to the table.

With 35 years in EMS, Chris has seen it all—volunteer service, transport EMS, 911 response, critical care, and leadership roles spanning supervisory and administrative levels. He first got involved with NCAEMSA by attending conferences as a supervisor around 1999 and has remained an active and engaged member over the years.

With 16 years in EMS, Kristy brings strong leadership and a commitment to continuous growth—both for her agency and the profession as a whole. She has been involved with NCAEMSA for nearly 2.5 years, quickly becoming an engaged and valued voice.

Say hello to Justin Brines!

Justin serves as the Deputy Chief of Administration with Cabarrus County EMS and leads Technology and Registration for the NCAEMSA Executive Committee.

With a career in public safety that began in 1994, Justin started as a junior firefighter with Odell VFD in Concord, NC. He earned his EMT in 1996 and has been serving with Cabarrus County EMS since 1998—bringing decades of experience and steady leadership to the profession.

💡 Why NCAEMSA matters to Justin:
The real value is in the relationships. The best ideas don’t always come from formal sessions—they come from conversations. Around a table, over dinner, or on a patio at conference…that’s where challenges get solved and innovation happens.
