A credit bureau — an institution that holds a record of how credit has been repaid — operates in all eight ECCU countries, and it has a new owner.

The bureau is run by EveryData ECCU Limited from its office in St John's, Antigua, and Antigua and Barbuda was the first of the eight countries to go live on the system, in September 2024. EveryData has now been acquired by Creditinfo Group, a credit information group operating in more than thirty countries. As at July, 83 per cent of licensed financial institutions were participating in the bureau, and 13 credit unions had been onboarded.

Before the bureau, a lender assessing an application had to contact the references listed on the form and run checks with previous lenders one by one. It can now see a single record of how credit has been repaid, and decide on that basis.

That record is not built from bank lending alone. Utilities, telecommunications providers, development banks, hire purchase companies and retailers have been designated as credit information providers across the eight member states.

Under the ECCU credit reporting legislation a borrower is entitled to one free credit report a year, and to a further free copy where an application is declined because of what the report contains.

ECAMC works at the other end of the same system: acquiring non-performing loans from banks and managing the collateral that secures them.

Neriah Sandin spent six weeks this summer with the Eastern Caribbean Asset Management Corporation — the institution owned by all eight ECCU governments and headquartered right here in St. John's.

She came to us studying Development Studies. Her assignment was digitising the Asset Management Department's files: scanning, organising and transferring records into the Corporation's digital environment, and improving the filing structure while she did it. Along the way she saw how administration, records and technology hold an institution together — across eight territories and two legal systems.

From 15 October, a bank customer in the ECCU with a complaint will have somewhere to take it.

The Eastern Caribbean Central Bank's new Office of Financial Conduct opens at the end of September and begins accepting complaints on 15 October. It covers fees and charges, unclear information, and difficulty accessing basic banking services. Complaints are free of charge and may be made online, in writing, or in person.

Five of the eight member territories have passed the legislation.
