Re: Premises Licence Application – Trevalon, Herodsfoot
(Ref: LI25_002266)
Dear Neighbour,
I acknowledge your concerns about the premises licence application at Trevalon and would like to reassure you regarding the purpose of the application.
The application is not intended to expand Trevalon into a large scale events venue or festival site. The application is designed to bring existing activities under clearer regulation, with stronger controls and more accountability.
The licence is intended to support farm diversification by enabling:
• Off sales of c***r produced from orchards on the farm
• Bar sales of c***r and refreshments to people using the campsite
• Small private gatherings such as birthdays and anniversaries
• A small number of limited capacity, time limited public events (e.g., a Friday or Saturday evening, or Sunday daytime) that local residents will be welcome to attend.
These activities are modest in scale and are intended to add value to the farm, not to change the character of Herodsfoot.
The premises licence application is a natural progression from unregulated parties and events regulated by Temporary Event Notices (TENs). To clarify the existing position:
• Camping is regulated by permitted development rights, allowing 60 days per year
• Private events are regulated by Temporary Event Notices, limited to 21 days per year
There are no plans to increase the number of large weekend camping and music events beyond what is already permitted. I would be willing to accept a formal licence condition limiting these larger events to the same 21 days currently allowed under TENs.
I fully acknowledge that noise is the most sensitive issue for the village, especially music played outside. Over the years, I have responded to feedback by:
• Changing the location of outside music
• Repositioning speakers
• Reducing volume levels
• Upgrading insulation in the barns
• Monitoring noise levels during events
If the premises licence is granted, I will continue to improve these measures and fully accept that failure to manage noise responsibly could result in the licence being reviewed or revoked. I would also be willing to accept conditions that limit the times when outdoor music can be played.
Over the years improvements have been made to the insulation in the barns and further improvements will be made if the licence is granted. Personal sound systems will not be permitted in the camping field, and noise levels will be regularly monitored.
I understand concerns about narrow lanes, limited passing places, and emergency access. There is plenty of onsite parking and I have not received reports of blocked access or emergency vehicle issues. To minimise traffic impact, I intend to:
• Provide clear signage directing vehicles to on site parking
• Use stewards during larger events
• Prohibit parking on public roads
There is no history of crime and disorder or child protection issues linked to any events held at Trevalon. I will implement:
• Strict Challenge 25 policy
• An alcohol refusals log
• Staff training
• Clear dispersal procedures to ensure guests leave quietly and safely
• For larger events, I will employ SIA licensed security personnel.
I share the community’s appreciation for the wildlife and dark skies of the West Looe valley. I will continue to keep lighting to a minimum. There are no plans to increase large scale lighting on the site.
If the premises licence is granted, I will work fully within the conditions agreed with Cornwall Council and Devon and Cornwall Police regarding public protection, public nuisance, noise control, child protection and the prevention of crime and disorder. I welcome the additional structure and accountability that a premises licence provides.
I hope this clarifies the purpose of the premises licence application and that the additional safeguards that a premises licence will bring provides you with reassurance.
My intention is to run a small, well managed rural venue that supports farm diversification, and community enjoyment without causing nuisance or disruption.
I remain fully committed to working with neighbours and the Licensing Authority to ensure the site operates responsibly and respectfully.
If you would like to discuss any aspect of the application further, I would be happy to do so.
Yours sincerely,
Mark Simon,
