【宿費加價】
1. 宿舍委員會主席陳君賜教授重申本年度加價是為了填補虧損,而書院需預留二千多萬讓宿舍能夠進行必要性維修工程。
2. 宿委認為如果依賴儲備應付虧蝕是不負責的行為,而宿舍理想的儲備起碼等同宿舍六個月的營運開支。
【宿舍主要收入來源】
1. 委員會表示樂觀估計暑宿的收入只有二百萬,不能寄望暑宿能填補宿舍的虧蝕。陳教授指出受制於賓館業條例,只有與中大有關的團體或活動才能租用中大的宿舍,使九院有很大競爭。新亞宿舍地勢和樓齡以往有劣勢,租金一直以比其他書院低廉作招徠。
—> 宿費加價的其中一個方向是增加團體的租金,降低學生宿費的加幅。
【學生會要ban方案,不如提出個反方案】
1. 陳教授指如果學生代表有方案,不論加幅水平,甚至減價他都會支持,前提是要學生代表說明方案的細則。但其幫助只會局限於會替學生會在宿委會上遞上反方案草案並交由宿委決定,但宿委最終仍可決定否決學生會反方案。
【夜歸簿仲有存在價值?】
1. 至於夜歸簿問題,與會舍監堅持宿舍的安全很重要,當中必須要有一個「十多秒」時間讓宿舍工友認出宿生身份。
2. 學生代表嘗試提出賦權工友抽查同學身份的建議,但有委員反駁其他書院正處理一宗投訴,投訴抽查身份是一種歧視。他們認為安保措施應一視同仁。
3. 另有學生代表指出以出示學生證登記身份代替填寫夜歸簿,舍監原則上同意,並要求學生代表撰寫計劃書交由宿委再議。
【宿舍幾時開放飲酒?】
1. 至於飲酒問題,陳教授原則上同意同學有其能力管束自己,應讓同學有消遣娛樂的自由。但他關注宿舍的人手安排未必應付到飲酒的突發狀況;其次是宿生貯藏酒精飲品的濃度和數量應要合理。
2. 宿委教職員同意如果學生會能提供一個方案令宿舍有足夠人手處理突發事件和酒精飲品的限制,他們願意放寬酒禁。
[Increase in Hostel Fees]
Professor Chan Kwan Chee, the Chair of the Hostel Committee, reiterated that this year's fee increase is to cover losses, and that the College needs to reserve over 20 million dollars to carry out necessary maintenance work in the hostels.
The Hostel Committee believes that relying on reserves to deal with losses is an irresponsible behavior, and that the ideal reserve for hostels should be at least equivalent to six months of operating expenses.
[Main Sources of Hostel Income]
The Committee stated that the optimistic estimate for summer hostel revenue is only 2 million dollars, and that it cannot be relied on to fill the hostel's losses. Professor Chan pointed out that due to the Hotel and Guesthouse Accommodation Ordinance, only groups or activities related to CUHK can rent the hostels of CUHK, making competition among the nine colleges fierce. New Asia's hostel location and age have been a disadvantage in the past, and the rent has to be lower than that of other colleges as an incentive.
-> One way to reduce the increase in student hostel fees is to increase accommodation fees is to increase the rent for groups during the summer.
[Proposing an Alternative]
Professor Chan stated that if the student representatives have a proposal, he would support it regardless of the degree of increase, even if it is a decrease, provided that the detailed provisions of the proposal are well-explained. However, his assistance will be limited to submitting the alternate draft to the Hostel Committee on behalf of the Student Union and leaving the decision to the Hostel Committee, the Student Union's alternative could still be rejected.
[Is Night Registration Book needed?]
As for the issue of the night registration book, the attending hostel wardens insisted that hostel safety is important, and there must be a "ten-second" period for hostel workers to recognize the identity of the students when signing in.
Student representatives attempted to propose a brief check on students when they are coming in by the hostel workers would be more effective than signing in, but committee members rebutted that there are singular cases of complaint that identity checks are discriminatory. They believe that security measures should be applied equally.
Another student representative pointed out that showing their student ID to confirm their identity instead of filling out the night registration book was agreed by the hostel supervisors in principle, and thus the student representatives were asked to write a plan of consideration to the Hostel Committee.
[When Will Drinking be allowed in the Hostel?]
As for the issue of drinking, Professor Chan agreed in principle that students have the ability to control themselves, and should have the freedom to enjoy leisure and entertainment. However, he is concerned that the hostel may not have enough staff to deal with emergencies related to drinking, and that the concentration and quantity of alcohol stored by students in the hostels should be reasonable.
The faculty and staff of the Hostel Committee agreed that if the Student Union can provide a proposal that ensures that there are sufficient resources and restrictions to handle emergencies and limits on alcoholic beverages in hostels, they are willing to relax the ban on alcohol.
