We are a High Level Strategic CSO Partnership for Development Effectiveness, a platform that unites civil society organisations (CSOs) from around the republic of Kenya on the issue of effective development cooperation.

We work in all the 47 counties, and our members come from four stakeholder units:

Scholars and faith-based Associations
Organizations for public benefit and Trade unions
Advocacy universal voice movements and campaigns
Partner Women Youth Self Help and other mass groups

Together, we strive for a more effective development, the kind that truly responds to poverty and inequality.

Towards this end, we promote the human rights-based bottom up approach to development, uphold accountability in development cooperation, and build the capacity of CSOs to engage in various advocacy arenas.

In all these endeavours, we are driven by the aspirations and struggles of the impoverished and marginalised, and the vision of a free and equal country for all.

We unite civil society organisations from around the country on the issue of effective development cooperation.

On behalf of The HLS-One Coordinating Secretariat, I wish convey our deepest condolences to His Excellency the Governor of Kakamega, the entire county government and people of Kakamega, the Death of Mr Sumbi hits us hard as a Secretariat being that it was through his continuous follow-ups that Kakamega County won the bid to host the first sub national governments high level Summit on Effective Development Cooperation. The ED-COOPERATION ZONE

An Effective Development Cooperation Zone is an accountable, transperent, non political, inclusive sub national governments partnership established to promote effective development cooperation in a given Zone. In Kenya a total of nine ED-Cooperation Zones have been proposed for establishment and promotion by the Sub Nationals Partnership for effective development cooperation. Each ED-Cooperation Zone brings together governor's, cabinet secretaries Development focused politians, professionals, citizen Ambassadors as well as other reputable business and civil society leaders from the member counties to an equal footing with key development cooperation agenda stakeholders from the national government, multi lateral and bi lateral institutions, Civil society, academia, parliaments, regional economic blocks, trade unions, the business sector and philanthropy to discuss the zone development agenda.

Background on the HLS One

The HLS One, dates back to the Millennium Declaration in New York held in 2000 that was followed by the International Conference on Financing for Development in Mexico the year 2002 then the First High-Level Forum on Harmonization in Rome in 2003 followed by the Second High-Level Forum in Paris in 2005 the Third High-Level Forum in Accra in 2008, the Fourth High-Level Forum in Busan in the year 2011, the 1st GPEDC High-level meeting (Post Busan Stock taking Meeting-Mexico) in 2014 and then the 2nd GPEDC High-level meeting in Nairobi in 2016. The 2016 post Busan High-Level meeting (HLM2) in Nairobi Kenya took stock of the implementation of development effectiveness principles and commitments, providing a learning space on development effectiveness, showcasing successful examples, positioning the global partnership to effectively contribute to the implementation of the SDGs and the Addis Ababa Action Agenda by producing the Nairobi Outcome Document (NOD) which lays commitments for existing and new development actors to implement Agenda 2030 and realize the SDGs.

The NOD tracks global development cooperation engagements since the second High-Level Meeting in Paris (2005), establishes a basis for development partners across the spectrum to invest resources and expertise, and strengthens accountability for attainment of transparent and delivering partnerships. The Nairobi 2016 HLM2 underscored the need to strengthen implementation of internationally agreed effectiveness principles at country level for country ownership, a focus on results, and inclusive, accountable, and transparent partnerships.

In this light, the High Level Summit shall popularize the Nairobi Outcome Document and build a collective strategy for partners on how Kenya will roll out the GPEDC Framework at sub national government levels strategizing on how local Kenyan communities will take advantage of this renewed global commitment.

The HLS One will also be the first national Summit held in Kenya since the approval by the global community, of the post-2015 development agenda now officially known as the Sustainable Development Goals, (or simply, the SDGs); and possibly the first post Covid 19 National Development Forum.
