General information

Eastern Africa Association of Public Accounts Committees (EAAPAC) In February 2004, Members of Public Accounts Committees (PACs) of Legislatures in the Eastern Africa Region met at the Continental Beach Resort in Mombasa, Kenya to discuss best practices in the execution of the PACs primary role of oversight over the executive in ensuring that public funds and other resources are properly and effectively utilized. At the close of the workshop, participants formed the Eastern Africa Association of Public Accounts Committees (EAAPAC). PACs Chairs involved in the formation of EAAPAC were; Hon. Uhuru Muigai Kenyatta representing Kenya, Hon. John Mimose Cheyo representing Tanzania and Hon. Nathan Nandala Mafabi representing Uganda. Upon formation of EAAPAC, an executive committee comprising all the PAC Chairs was formed. Kenya was nominated to be the Association’s first Chair. The executive committee held its first sitting on 23rd April, 2004 in Nairobi, Kenya during which it adopted the Association’s constitution and plan of action. It also set up the Association’s secretariat at Nairobi, Kenya. The executive committee comprises a Chairperson, a Deputy Chairperson, a Treasurer, a Secretary General, a Deputy Secretary General and not more than three additional office bearers as determined by the Annual General Meeting. The Association held its first Annual General Meeting (AGM) and Conference in Dar-es-salaam, Tanzania in July, 2005 and has since then regularly held its AGMs and conferences. Other than the conferences, the Association has also organized and participated in other capacity building events organized either individually or by sister Associations and Development partners.
