Kindness Should Never Be Mistaken for Permission to Take Advantage of Us

Almost $50,000 is owed to us, including approximately three years of agreed interest. We also left another $10,000 with his associate to keep us informed and updated about what was happening. However, he did not do what we expected him to do and remained silent.

We were shocked when we later discovered that our Villa Gardenia had been demolished to the ground.

Throughout my whole life, since I was a child, I have always believed in thinking good, doing good, and helping others whenever they are in need. This is how I live my life. I believe that when we live with a good heart, honest intentions, and do good for others, goodness finds its way back to us. I believe this is one of the reasons I have been blessed with a good life.

We have helped many people throughout our lives. Some have repaid our kindness with kindness, gratitude, respect, and friendship. They remember who stood beside them when they were struggling and needed help.

But unfortunately, we have also learned that some people begin to think they are entitled to our kindness, our trust, and even our money.

We don’t help people because we expect something in return. We help because we genuinely want to help. Many people have thanked us because our assistance came at a time when they desperately needed it and, in some situations, helped rescue them from very difficult circumstances.

We have always believed that wealth comes to us naturally through our hard work, blessings, and the good deeds we continue to do. Money has never been more important to us than doing what is right and helping people who genuinely need help.

But recently, we have learned an important lesson:

Kindness should never be mistaken for permission to take advantage of us.

For example, we trusted and honoured a friendship when we lent money to an Excellency uncle because he needed help and promised that he would repay us within only a few days.

Days became weeks.

Weeks became months.

Months eventually became years.

For almost three years, we waited patiently without collecting interest.

After all that time, Excellency Pu made another promise himself: he would begin paying $1,000 each month as interest while the debt remained unpaid.

We accepted that promise because we wanted to use that money to continue doing good deeds-such as making weekly donations to pagodas to help prepare lunch for monks and helping less fortunate families, including mothers who need assistance paying hospital expenses when giving birth.

Yet even this new promise continues to be broken again and again.

That is what disappoints us most.

If someone can afford his own living expenses and lifestyle while still owing money that he promised to repay, then he should also be able to honour his commitment. Meanwhile, people who are genuinely struggling may have to borrow money at high interest simply to pay something as necessary as hospital expenses for the birth of a child.

The money promised to us could instead be helping those people.

We are therefore asking for appropriate intervention concerning situations where people with wealth, influence, or status take advantage of the kindness and trust of those who helped them when they needed it.

A promise should mean something. Trust should mean something. Honour should mean something.

And now, this month, we are facing another issue involving our lands and taxes.

As we have explained before, some people who owed us money transferred land to settle the debts they owed us. This was not simply an ordinary situation where we went looking to purchase land. The land was transferred in connection with debts owed to us.

The government was already aware of the circumstances, and the matter was inspected before the requested payment was received from us.

So now we are asking again:

What is happening, Cambodia?

Our Villa Gardenia matter is still not resolved. We have waited for years, cooperated, provided documents, followed instructions, paid requested fees and expenses, and continued to wait patiently because we believed the promises and assurances given to us.

We sincerely hope that what happened with Villa Gardenia is not going to happen again with our other lands.

We respectfully ask the responsible authorities and officials to please intervene, complete the work that needs to be completed, protect our lawful interests, and bring these matters to a final resolution.

Please stop allowing our kindness and trust to become opportunities for others to take advantage of us.

Please resolve our outstanding matters, return our lands to us, and provide fair and appropriate compensation for the losses and harm involving Villa Gardenia.

We have been patient.

We have cooperated.

We have trusted.

We have continued doing good.

But our kindness does not give anyone permission to take advantage of us, drain our trust, hold onto what belongs to us, or repeatedly make promises without fulfilling them.

We are kind because we choose to be kind. Kindness should never be mistaken for permission to take advantage of us.

Good deeds should create more good deeds-not opportunities for others to exploit the people who helped them.

We continue to believe in truth, justice, accountability, and doing good. 🙏🇰🇭

We have also been waiting patiently for matters concerning Villa Gardenia and our lands to be properly completed and resolved. We have cooperated, provided what was requested, and waited through repeated assurances and changing timelines.

We respectfully ask those responsible to please get the work done.

Senior-level instructions and promises should lead to action. The people entrusted with carrying them out should do their jobs properly so that the same matters do not have to keep returning to the people at the top.

We remain hopeful for a fair and final resolution, including the return of our lands and appropriate compensation for what happened to Villa Gardenia.

We respectfully write this open letter as Canadian and French citizens who invested in Cambodia in good faith because we believed in its people, its future, and its justice system.

Cambodia was never simply a place where we invested. It became our second home. We built Villa Gardenia with love, invested our life savings, created employment opportunities, contributed to local communities, and hoped to help Cambodia continue to prosper.

Unfortunately, our lives changed dramatically after we experienced events that we believe included robbery, kidnapping, the loss of valuable properties, and devastating financial losses.

Despite everything that happened, we chose patience instead of confrontation.

For years, we cooperated fully with every request made of us. We submitted every document requested, attended meetings, answered questions, paid requested fees, and continued believing that our case would eventually be resolved fairly according to Cambodian law.

Throughout this process, we were repeatedly informed that instructions and interventions had already been made to resolve our case.

Those assurances gave us hope.

Every time we were asked to wait, we waited.

Every time additional documents were requested, we provided them.

Every time new requirements appeared, we complied.

Our only objective has always been simple:

To have our case resolved according to the true facts and the law.

Why We Continued to Trust the Process

Our confidence in the process became even stronger after receiving the Kingdom of Cambodia – Grand Royal Order of Sahametrei (Grand Cross).

Receiving this distinguished honour from the Kingdom of Cambodia reinforced our belief that we could continue placing our trust in Cambodia’s institutions and legal processes.

It strengthened our confidence that our cooperation, patience, and respect for the law would ultimately lead to a fair resolution.

Because of that trust, we continued cooperating in good faith.

For years, we deliberately protected the documents relating to our remaining properties because we understood how valuable and sensitive they were.

We refused to expose those properties unnecessarily.

Only after we genuinely believed our case was moving toward a lawful resolution did we finally agree to disclose documents relating to our valuable beachfront property.

We made that decision because we believed the commitments made to us would be honoured.

Before proceeding, the property was inspected by the appropriate local authorities, and we were informed that the requested land registration process could proceed for the Lmap.

Believing everything was finally moving forward properly, we entered into the agreement and made the requested payments.

When additional payments were later requested before completion, we again acted in good faith and complied because we still believed the process would finally be completed.

Unfortunately, despite our continued cooperation, the promised work has still not been completed.

Meanwhile, the disclosure of our beachfront property documents has increased our concern for the security, protection, and value of our remaining investments.

This is precisely why we protected those documents for so many years.

Today, we deeply regret that the trust we placed in the process has not yet resulted in the lawful resolution that was repeatedly promised.

Years of Cooperation

Throughout these years, we never stopped cooperating.

We respected every institution.

We respected every lawful request.

We continued believing that Cambodia would eventually resolve our case fairly.

Instead, the process continued to change.

New requirements continued to appear.

Promised timelines passed.

Years went by.

The resolution never came.

During these years, we continued suffering financial losses while our investments remained at risk.

Every year that passes without a final resolution places our remaining properties at greater risk and continues to diminish their value.

We have now reached the point where we can no longer remain silent.

Our purpose is not confrontation.

Our purpose is simply to respectfully ask for a fair, transparent, and final resolution based on the true facts and the law.

For many years, we have carefully preserved every document relating to our case.

Our records include contracts, correspondence, bank transfer records, receipts, photographs, videos, audio recordings, screenshots, land documents, witness information, and other supporting materials.

These records have been organized into a comprehensive Master Case File, documenting the complete chronology of events from the beginning to the present.

Our purpose has never been to make unsupported accusations.

Our purpose has always been to preserve the facts and allow the competent authorities to review the complete evidence fairly, objectively, and according to the law.

Throughout this process, we have consistently cooperated and remained patient because we believed our case would be resolved within Cambodia.

An International Dimension

Our case also has an international dimension.

We are Canadian and French citizens who invested in Cambodia in good faith.

Some of the financial transactions connected to our case crossed international borders, and we have preserved documentary evidence relating to those transactions.

Our Master Case File includes bank transfer records, financial documentation, communications, and other supporting evidence that form part of the overall chronology.

We respectfully request that all relevant evidence be reviewed comprehensively in accordance with Cambodian law and any applicable international legal processes.

We have followed with encouragement Cambodia’s growing cooperation with international partners in combating transnational scam operations, human trafficking, cybercrime, corruption, and other serious organized crimes.

We particularly welcomed the recent cooperation between the Royal Government of Cambodia and the United States, including the visit of the Director of the Federal Bureau of Investigation (FBI), as part of broader international efforts to combat transnational criminal activity.

We sincerely support these efforts because protecting victims, strengthening the rule of law, and promoting accountability benefit Cambodia and the international community alike.

As Canadian and French citizens who invested in Cambodia, we respectfully hope that this commitment to international cooperation will also encourage a comprehensive review of our case based on all available evidence.

We respectfully believe that cases involving serious allegations affecting international citizens deserve a thorough, impartial, and lawful review by the competent Cambodian authorities.
