Who Is in Charge of This Matter? (ភាសាខ្មែរនៅខាងក្រោម)
Will Cambodia truly be able to stop these scams by the end of April, as promised? Many people are waiting for clear action and real results. Victims deserve justice, and those responsible for fraud, robbery, and kidnapping must be held accountable.
This issue is not only a local concern but also an international one, as many victims come from different countries. Even leaders such as Donald J. Trump, President of the United States, have spoken about the need to address international scams that harm innocent people.
The question remains: Who is truly in charge of resolving this matter, and when will justice be delivered?
According to the information I received, during a recent meeting, HE. Keout Rith confirmed that he had received instructions directly from the King. He stated to the King that he clearly understands this case and assured that appropriate action will be taken.
Furthermore, the King has already informed the Prime Minister and requested that the matter be addressed in coordination with the Minister of Justice. As Minister of Justice and Deputy Prime Minister, HE. Keout Rith has been officially informed by both the King and the Prime Minister and is therefore responsible for handling this case. The meeting was reportedly positive, and he has assigned his personal assistant to further discuss and follow up on the matter.
For your information, I have already taken the necessary steps on my side. I sent a letter to my dear friends to clarify the situation and remove any confusion or misunderstanding. I have fulfilled my responsibility so that no one can continue to use their names or influence as a reason to delay this matter.
In the past, we also sent a team to meet with H.E. Sar Sokha to confirm the situation. He is now fully aware of the case. At that time, he had no prior knowledge of the matter and expressed disappointment after hearing about what had been done to me. He was also the person who helped me return home to my family—my young children and my husband in Canada—after I informed him that I carry a Canadian passport. We are deeply grateful for the support of good people and will always remember and repay such kindness.
This case clearly involves serious crimes, including fraud, robbery, and kidnapping. These facts are known, which is why the King and the Prime Minister have already informed HE. Keout Rith. He has since instructed his assistant to proceed with the necessary work. At this stage, it is now the responsibility of the assistant to finalize the matter.
We hereby formally state that we will not provide any further payments under any circumstances. All obligations on our part have been fulfilled in good faith. We have donated lots of funds.
We respectfully request that the assistant proceed without delay to draft and align the report in accordance with the submissions previously provided to the King and the Prime Minister. Any refusal or failure to do so would constitute a breach of understanding and may compel us to take further action to safeguard our rights and interests.
Please be advised that we reserve all rights to escalate this matter through the appropriate legal and administrative channels, should it become necessary. This statement is made to ensure absolute clarity and to avoid any further misunderstanding.
“Despite repeated promises, no action has been taken to resolve the matter. It is evident that this is a scam, and we demand immediate attention and resolution.”
P.S. This situation highlights a serious concern in Cambodia, where false narratives may be deliberately constructed in secret to enable fraudulent schemes and the unlawful appropriation of property and land.
We will not participate in any form of bribery. Orders from the King and the Prime Minister should be respected and carried out accordingly. If they refuse to act because they are expecting money from us, then this is clearly a scam. Their actions are dishonest and unacceptable. Despite many promises, no progress has been made to date.

តើប្រទេសកម្ពុជាអាចបញ្ឈប់បញ្ហាការបោកប្រាស់ (Scam) ទាំងនេះបានមែនទេ មុនចុងខែមេសា ដូចដែលបានសន្យា? ប្រជាជនជាច្រើនកំពុងរង់ចាំឃើញសកម្មភាពពិតប្រាកដ និងលទ្ធផលជាក់ស្តែង។
ជនរងគ្រោះត្រូវការយុត្តិធម៌ ហើយអ្នកដែលពាក់ព័ន្ធនឹង ការបោកប្រាស់ ការលួចប្លន់ និងការចាប់ជំរិត ត្រូវតែទទួលខុសត្រូវតាមច្បាប់។
បញ្ហានេះមិនមែនជាបញ្ហាតូចទេ ព្រោះវាប៉ះពាល់ដល់ជនរងគ្រោះពីប្រទេសជាច្រើន។ សូម្បីតែអ្នកដឹកនាំពិភពលោកដូចជាឯកឧត្តម Donald Trump ប្រធានាធិបតីនៃសហរដ្ឋអាមេរិកក៏បាននិយាយអំពីបញ្ហាការបោកប្រាស់អន្តរជាតិដែលបង្កគ្រោះថ្នាក់ដល់មនុស្សសុចរិតផងដែរ។

យោងតាមព័ត៌មានដែលខ្ញុំបានទទួល ក្នុងអំឡុងពេលកិច្ចប្រជុំមួយ ឯកឧត្តម កើត រិទ្ធ បានបញ្ជាក់ថា លោកបានទទួលការណែនាំពីព្រះមហាក្សត្រ ហើយលោកបានជម្រាបថា លោកយល់ដឹងយ៉ាងច្បាស់អំពីករណីនេះ និងនឹងចាត់វិធានការដើម្បីដោះស្រាយបញ្ហានេះឲ្យបានត្រឹមត្រូវ។
ជាមួយគ្នានេះ ព្រះមហាក្សត្របានជូនដំណឹងទៅសម្តេចនាយករដ្ឋមន្ត្រីរួចហើយ ដើម្បីឲ្យមានការសម្របសម្រួលជាមួយក្រសួងយុត្តិធម៌ក្នុងការពិនិត្យ និងដោះស្រាយបញ្ហានេះ។ ក្នុងនាមជារដ្ឋមន្ត្រីក្រសួងយុត្តិធម៌ និងជាឧបនាយករដ្ឋមន្ត្រី ឯកឧត្តម កើត រិទ្ធ ត្រូវបានជូនដំណឹងដោយផ្ទាល់ពីថ្នាក់ដឹកនាំជាន់ខ្ពស់ ហើយដូច្នេះ លោកគឺជាអ្នកមានតួនាទីសំខាន់ក្នុងការដោះស្រាយករណីនេះ។
សូមជម្រាបថា ខ្ញុំបានអនុវត្តភារកិច្ចរបស់ខ្ញុំរួចរាល់ហើយ ដោយបានផ្ញើលិខិតទៅកាន់មិត្តភក្តិជាទីគោរព ដើម្បីបំភ្លឺ និងបញ្ជាក់អំពីបញ្ហានេះឲ្យបានច្បាស់លាស់។ ដោយសារតែការបំភ្លឺនេះ ខ្ញុំសង្ឃឹមថា នឹងមិនមានការយល់ច្រឡំ ឬការប្រើឈ្មោះរបស់អ្នកណាម្នាក់ដើម្បីពន្យាពេលក្នុងការដោះស្រាយបញ្ហានេះបន្តទៀតឡើយ។
កន្លងមក យើងខ្ញុំក៏បានចាត់តាំងក្រុមការងារជួបជាមួយ ឯកឧត្តម ស សុខា ដើម្បីជម្រាបអំពីស្ថានភាពពិតផងដែរ។ នៅពេលនោះ ឯកឧត្តមមិនបានដឹងអំពីករណីនេះជាមុនទេ ហើយបានបង្ហាញការខកចិត្តក្រោយពីបានស្តាប់អំពីអ្វីដែលបានកើតឡើងចំពោះខ្ញុំ។ ឯកឧត្តមក៏ជាអ្នកដែលបានជួយឲ្យខ្ញុំអាចត្រឡប់មកកាន់គ្រួសាររបស់ខ្ញុំវិញ — កូនតូចៗ និងស្វាមីរបស់ខ្ញុំនៅប្រទេសកាណាដា — បន្ទាប់ពីខ្ញុំបានជម្រាបថា ខ្ញុំកាន់លិខិតឆ្លងដែនប្រទេសកាណាដា។ យើងមានការដឹងគុណយ៉ាងជ្រាលជ្រៅចំពោះអំពើល្អរបស់មនុស្សល្អ ហើយយើងនឹងមិនភ្លេចឡើយ។
ករណីនេះពាក់ព័ន្ធនឹងបទល្មើសធ្ងន់ធ្ងរ រួមមាន ការបោកប្រាស់ ការលួចប្លន់ និងការចាប់ជំរិត។ បញ្ហាទាំងនេះគឺជាការពិតដែលភាគីពាក់ព័ន្ធបានដឹង ហេតុនេះហើយទើបព្រះមហាក្សត្រ និងសម្តេចនាយករដ្ឋមន្ត្រីបានជូនដំណឹងទៅឯកឧត្តម កើត រិទ្ធ ហើយឯកឧត្តមក៏បានណែនាំឲ្យជំនួយការរបស់លោកចាប់ផ្តើមធ្វើការលើករណីនេះ។
នៅពេលនេះ ការបន្ត និងការបញ្ចប់ដំណើរការនៃការដោះស្រាយបញ្ហានេះ ស្ថិតនៅក្រោមការទទួលខុសត្រូវរបស់ជំនួយការដែលត្រូវបានប្រគល់ភារកិច្ច។ យើងសង្ឃឹមយ៉ាងមុតមាំថា ការដោះស្រាយយុត្តិធម៌នឹងត្រូវបានអនុវត្តឲ្យបានឆាប់រហ័ស និងយ៉ាងត្រឹមត្រូវ។
យើងខ្ញុំសូមប្រកាសជាផ្លូវការថា យើងខ្ញុំនឹងមិនបង់ប្រាក់បន្ថែមទៀតក្រោមស្ថានភាពណាមួយឡើយ។ កាតព្វកិច្ចទាំងអស់របស់យើងខ្ញុំត្រូវបានបំពេញដោយសុចរិតភាព។ យើងខ្ញុំបានចូលរួមចំណែក និងបរិច្ចាគប្រាក់ជាច្រើនហើយ។
យើងខ្ញុំសូមគោរពស្នើសុំឲ្យជំនួយការបន្តដោយមិនពន្យាពេល ក្នុងការរៀបចំ និងសម្របសម្រួលរបាយការណ៍ ឲ្យស្របតាមឯកសារដែលបានដាក់ជូនជាមុនទៅព្រះមហាក្សត្រ និង សម្តេចនាយករដ្ឋមន្ត្រី។ ការបដិសេធ ឬការមិនអនុវត្តន៍តាម នឹងត្រូវបានចាត់ទុកថាជាការបំពានលើការយល់ព្រម ហើយអាចបង្ខំឲ្យយើងខ្ញុំចាត់វិធានការបន្ថែម ដើម្បីការពារសិទ្ធិ និងផលប្រយោជន៍របស់យើងខ្ញុំ។
សូមជម្រាបថា យើងខ្ញុំរក្សាសិទ្ធិទាំងអស់ ក្នុងការលើកកម្ពស់បញ្ហានេះតាមរយៈផ្លូវច្បាប់ និងរដ្ឋបាលសមស្រប ប្រសិនបើមានភាពចាំបាច់។ សេចក្តីថ្លែងការណ៍នេះ ត្រូវបានធ្វើឡើងដើម្បីបញ្ជាក់ឲ្យបានច្បាស់លាស់ និងជៀសវាងការយល់ច្រឡំទៀតនៅពេលខាងមុខ។
«ទោះបីជាមានការសន្យាច្រើន ក៏មិនមានសកម្មភាពណាមួយដើម្បីដោះស្រាយបញ្ហានេះឡើយ។ ឥឡូវនេះ វាបញ្ជាក់ថា នេះគឺជាការបោកប្រាស់ (Scam) ហើយយើងទាមទារឱ្យមានការយកចិត្តទុកដាក់ និងដោះស្រាយភ្លាមៗ។»
សូមបញ្ជាក់បន្ថែម៖ ស្ថានការណ៍នេះបង្ហាញពីការព្រួយបារម្ភយ៉ាងធ្ងន់ធ្ងរនៅកម្ពុជា ដែលអាចមានការបង្កើតនារឿងរ៉ាវក្លែងក្លាយដោយចេតនា និងដោយសម្ងាត់ ដើម្បីអនុញ្ញាតឲ្យមានគម្រោងបោកប្រាស់ និងការកាន់កាប់អចលនទ្រព្យ និងដីធ្លីដោយខុសច្បាប់។ យើងនឹងមិនចូលរួមក្នុងអំពើសូកប៉ាន់ណាមួយឡើយ។ បញ្ជាពីព្រះមហាក្សត្រ និងសម្តេចនាយករដ្ឋមន្ត្រី គួរត្រូវបានគោរព និងអនុវត្តតាមយ៉ាងត្រឹមត្រូវ។ ប្រសិនបើពួកគេបដិសេធមិនធ្វើការងារ ព្រោះតែចង់បានប្រាក់ពីយើង នោះវាជាការបោកប្រាស់យ៉ាងច្បាស់។ សកម្មភាពរបស់ពួកគេគឺមិនស្មោះត្រង់ និងមិនអាចទទួលយកបាន។ ទោះបីមានការសន្យាច្រើនក៏ដោយ ក៏មិនទាន់មានការរីកចម្រើនណាមួយឡើយ។
