As conservation and restoration of Bagan cultural site has been undertaken by government organization, like wise individual or group associations also need to carry out the same. According to the changing ideology of the ruling government those who have in common agreement for conserving and restoring met at the community hall of eight-sided pagoda on (3-9-2014) and at Bagan formed an association.

In order to do work on Bagan cultural area individuals who had worked at Bagan Archaeological branch office, hotels and travel companies, restaurants, and inhabitants who wished to carry out conservation and restoration met on (6-9-2004) and formed Bagan Heritage Trust composing of a work committee, sub-committees by common election.
