The Creative Communities Scheme, a partnership between Palmerston North City Council and Creative New Zealand, helps fund local arts projects to create opportunities for people to engage with and participate in arts activities. The Creative Communities Scheme is a Committee of Council made up of a membership that includes:

How are the Funding Committee appointments made? At the start of the council electoral term, expressions of interest are invited from councillors who wish to be part of the selection panel for the CCNZ Committee membership appointments. The selection panel comprises of the Mayor or Deputy Mayor, the Chairperson or Deputy Chairperson of the Arts Culture and Heritage Committee and two other Councillors who have not registered an interest in becoming a member of the The Creative Communities Scheme Committee. Council’s Creative Communities Scheme grants for the 2017–18 year were granted to 46 local organisations. A total of $51,459 was allocated in the funding round held in September 2017 and a further $50,324.40 in March 2018. Last years successful applicants were:
