The Coast Guard Education, Training and Doctrine Command through the Philippine Coast Guard Academy, successfully conducted the Recognition Ceremony for Coast Guard Officersโ€™ Course Class 31-2025 โ€œBravoโ€ SIMLAYAG on 18 March 2026 at PSALM Nuclear Power Village, Bagac, Bataan. The event marked a significant milestone in the trainees journey, symbolizing their transformation and readiness to take on the responsibilities as future officers of the Philippine Coast Guard.

The ceremony was graced by Department of Transportation Assistant Secretary for Maritime, Atty. Villamor Ventura S. Plan, who served as the Guest of Honor and Speaker. In his address, he emphasized the importance of discipline, leadership, and unwavering commitment to duty in shaping competent and reliable maritime professionals.

Also present during the ceremony were Vice Admiral Tito Alvin Andal PCG, Commander, Coast Guard Education, Training and Doctrine Command, Commodore Paolo Abejuela PCG, Superintendent, Philippine Coast Guard Academy, and other senior officers whose steadfast leadership continues to guide, mentor, and inspire the trainees in their journey toward becoming future officers of the service.

The Recognition Ceremony formally signifies the acceptance of the trainees into the service, symbolizing their readiness to take on greater responsibilities and uphold the core values of honor, respect, and devotion to duty.

๐‹๐Ž๐Ž๐Š: The Coast Guard Education, Training and Doctrine Command conducted the Recognition Ceremony of Coast Guard Officersโ€™ Course Class 31-2025 Bravo โ€œSIMLAYAGโ€ (Simula Ng Bagong Paglalayag) composed of 650 trainees on March 18, 2026 at Regional Training Center Bataan, NPC Village, Bagac, Bataan.

The ceremony was presided over by Attorney Villamor Ventura S. Plan, Assistant Secretary for Maritime, DOTr, representing Hon. Giovanni Z. Lopez, Acting Secretary, DOTr, together with Vice Admiral Tito Alvin G Andal PCG, Commander, CGETDC.

In his message, the Assistant Secretary for Maritime, DOTr reminded the trainees that โ€œprivileges without responsibility are empty. Each stripe you earn, each authority you receive, must be matched with integrity, accountability, and unwavering service to the nation. As future leaders of the Coast Guard, you will be entrusted with lives, national security, and the safety of our waters. Never take this lightly, and most of all, never forget why you embarked on this journey,โ€ he said.

"Let this day remind you that greatness is never accidental. It is built through choices, through daily commitment, and through courage in moments when giving up seems easier. Do not become complacent. Let this achievement fuel your drive to improve, to strengthen your character, and to pursue excellence in everything you do,โ€ Attorney Plan added.

The recognition rites hold the essence of a Candidate Coast Guard Officersโ€™ victory in overcoming the challenges of the bootcamp stage, which is considered the hardest phase of the training, preparing them to be physically fit, emotionally stable, and decisive decision makers amidst work pressure as they become full-pledge officers of the Philippine Coast Guard.

During the ceremony, CGOC Class 31-2025 โ€œBravoโ€ demonstrated exceptional discipline through their silent drill performance, highlighting their strong commitment, teamwork, and the results of their rigorous training.

A significant step toward infrastructure revitalization and long-term institutional growth was achieved on February 4, 2026, as BPSU and the Power Sector Assets and Liabilities Management (PSALM) Corporation convened for the formalization of a usufruct agreement concerning the BPSUโ€“Bagac Campus. The coordination meeting was held at the PSALM Hotel, Conference and Training Center, building upon the initial strategic discussions conducted on October 8, 2025.

The engagement culminated in a mutual approval between both institutions, with PSALM Corporation, represented by Division Manager Mrs. Marelyn A. Aquino, granting BPSU the right to utilize the property through a 25-year lease arrangement under a usufruct framework.

Most notably, the agreement opens the pathway for national government funding to be directed toward the rehabilitation of the BPSU-Bagac Campus main building and its surrounding facilities. This development positions the campus for structural improvement, enhanced learning environments, and broader service to its stakeholders in the years ahead.

Leading the University delegation was University President Dr. Ruby B. Santos-Matibag, joined by key members of the Executive Council: Vice President for Academic Affairs Dr. Jaime M. Forbes, Vice President for Finance Dr. Neil D. David, Vice President for Administration Prof. Cristina G. Rivera, and OIC-Director for Legal Affairs Office Atty. Joannalyn M. Libo-on. Furthermore, the successful coordination was made possible with the valuable assistance of the Bagac Local Government Unit, led by Municipal Mayor Hon. Ron Michael Alexis R. Del Rosario, alongside the Provincial Engineerโ€™s Office (PEO) of Bataan.

PSALM Corporation, the Philippine governmentโ€™s privatization arm, carries the twin mandates of privatizing power assets and liquidating financial obligations of the National Power Corporation, as provided under the Electric Power Industry Reform Act (EPIRA) or Republic Act No. 9136. Through this partnership, PSALM plays a vital role not only in national fiscal management but also in enabling public institutions such as BPSU to maximize government resources for educational advancement.

Under Philippine law, a usufruct agreementโ€”governed by Articles 562โ€“602 of the Civil Codeโ€”grants a party the right to use and enjoy anotherโ€™s property for a defined period without transferring ownership or altering the propertyโ€™s substance. This legal framework ensures that BPSU may fully utilize the land while maintaining its integrity, a balance that supports both stewardship and progress.

This milestone agreement stands as a monument to strategic governance, inter-agency cooperation, and BPSUโ€™s steadfast pursuit of sustainable campus development, ensuring that the Bagac Campus continues to grow as a pillar of opportunity and public service in the province of Bataan.

SEMINAR ON ANTI-FENCING LAW, ANTI-CARNAPPING LAW, AND PROHIBITION ON ILLEGAL/MODIFIED MUFFLERS

On February 13, 2026, at about 9:00 AM, personnel of Bagac Municipal Police Station (MPS), under the leadership of PMAJ ROGER R PECENIO, Chief of Police, conducted a Seminar on the Anti-Fencing Law of 1979, Anti-Carnapping Act of 2016, and the prohibition on the use of illegal and modified mufflers at Psalm Hotel, Brgy. Bagumbayan, Bagac, Bataan.

The activity aimed to intensify public awareness and strengthen community cooperation in the prevention of crimes involving stolen properties and motor vehicles, as well as to address noise pollution and public disturbance caused by unauthorized and modified exhaust systems.

Atty. Bryan M. Santos, Secretary to the Sangguniang Bayan, served as the invited resource speaker and delivered a comprehensive lecture on the salient provisions of the said laws, including the liabilities of buyers, dealers, and shop operators who may unknowingly or deliberately engage in illegal activities. He also emphasized the importance of due diligence among motor vehicle dealers, junk shop owners, motorcycle shop owners, and repair shop operators in ensuring compliance with existing laws and regulations.

The seminar was attended by Barangay Captains, members of the Sangguniang Barangay, force multipliers, motor vehicle dealers, junk shop owners, motorcycle shop owners, and repair shop operators. The open forum provided an opportunity for participants to raise concerns, clarify issues, and strengthen coordination with the police.

Bagac MPS remains steadfast in its commitment to proactive law enforcement, community partnership, and the promotion of peace and order in the Municipality of Bagac.

SECURITY ASSISTANCE PROVIDED DURING BISITA DAY CARE-BAGAC

On February 12, 2026 at about 2:30 PM onwards, personnel of Bagac Municipal Police Station led by PMAJ ROGER R PECENIO, Chief of Police, provided security assistance during the Bisita Day Care-Bagac participated by Day Care workers from fourteen (14) barangays within the municipality. The event was also attended by Gov. Jose Enrique S. Garcia and Hon. Ron Michael Alexis R. Del Rosario, Municipal Mayor of Bagac, and was held at PSALM Hotel, Brgy Atilano Ricardo, Bagac, Bataan.

Police personnel were strategically deployed to ensure the safety and security of all attendees, maintain peace and order, for the smooth and orderly conduct of the activity.

Noong ika-4 ng Pebrero sa PSALM Hotel, Isang mahalagang hakbang tungo sa mas maayos at mas ligtas na kinabukasan ng Bagac ang ating isinagawang pakikipag-ugnayan sa Research and Innovation Center on Climate Change and Sustainability (RICCCS) ng Bataan Peninsula State University at College of Engineering and Architecture.

Kasama natin sa makabuluhang pagtitipon na ito sina Ar. Abigail C. Catapang, Dr. Ruby B. Santos-Matibag, Admin Thea Martinez, at ang iba pang kawani ng Pamahalaan na patuloy na nakikiisa sa ating adhikain para sa isang mas progresibo at sustainable na Bagac.

Ang proyektong ito ay patunay na sa pamamagitan ng pagkakaisa ng akademya at pamahalaan, makakamit natin ang mga solusyong pangmatagalan para sa kapakanan ng ating mamamayan at ng susunod pang henerasyon.
