“FUNG-WONG” SLIGHTLY INTENSIFIES WHILE MOVING NORTHWESTWARD NEAR YAP, MICRONESIA

Location of Center (10:00 AM):
The center of Tropical Storm FUNG-WONG was estimated based on all available data at 1,690 km East of Northeastern Mindanao (OUTSIDE PAR) (9.7°N, 140.9°E).

Intensity:
Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 996 hPa.

Present Movement:
Northwestward at 10 km/h

Extent of Tropical Cyclone Winds:
Strong to gale-force winds extend outwards up to 700 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD
• This tropical cyclone (TC) will continue moving northwestward today, the generally west northwestward for the remainder of the forecast period. On the track forecast, this TC is forecast to enter the PAR tomorrow (07 November) late evening or Saturday (08 November) early morning. Once inside the PAR, the domestic name “UWAN” will be assigned to this TC.
• Although the uncertainty in track and intensity forecast is typically high for day-4 and day-5 forecasts, there is an increasing chance of landfall on Monday (10 November) over Northern or Central Luzon.
• In terms of intensity, this TC is forecast to rapidly intensify and may reach typhoon category tomorrow and super typhoon category on Saturday. It may also make landfall at or near its peak lifetime intensity.
• For land hazards: Wind Signals may be hoisted over the eastern portion of Luzon and portions of Samar Provinces as early as tomorrow evening or Saturday morning in anticipation of strong winds or higher associated with the upcoming TC. The highest possible Wind Signal for the current forecast scenario is Wind Signal No. 5. Deterioration of weather condition may begin on Sunday (09 November). Potentially life-threatening stormy conditions may occur over Northern Luzon and portions of Central Luzon on Monday (10 November) and Tuesday (11 November). There is also a potential for high storm surge risk and related coastal flooding, especially in Northern Luzon and the east coast of Central Luzon. Storm surge warnings may be issued as early as Saturday.
• For marine hazards: Moderate to rough seas may begin over the northern and eastern seaboard of Luzon and the eastern seaboards of Visayas and Mindanao tomorrow or on Saturday, western and southern seaboards of Luzon may reach moderate to rough sea condition by mid Saturday or on Sunday. Hazardous sea conditions (reaching very rough, high, very high, or phenomenal seas) may affect most of Luzon and the eastern seaboards of Visayas from Sunday onwards. Gale Warning for very rough seas in coastal waters will likely be issued on Saturday.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today.

𝗖𝗜𝗧𝗬 𝗢𝗡 ‘𝗥𝗘𝗗 𝗔𝗟𝗘𝗥𝗧’ 𝗔𝗦 𝗧𝗥𝗢𝗣𝗜𝗖𝗔𝗟 𝗦𝗧𝗢𝗥𝗠 “𝗟𝗘𝗢𝗡𝗣𝗛” 𝗜𝗡𝗧𝗘𝗡𝗦𝗜𝗙𝗜𝗘𝗦, 𝗨𝗡𝗗𝗔𝗦 𝟮𝟬𝟮𝟰
Baguio City Acting Mayor Benny Bomogao ordered members of City Disaster Risk Reduction and Management Council (CDRRMC) on red alert status for the possible effects of Tropical Storm ‘Leon’ as well as during the observance of All Souls’ Day and Saints’ Day or “Undas” 2024.

The Smart City Command Center (SC3) at the Baguio City Convention Center shall serves as the Incident Command Post while the CDRRM Office shall serve as the Emergency Operations Center (EOC) during the period.

The SC3, CDRRMO-EOC and the Public Information Office shall provide timely, accurate and appropriate coordination with all warning and frontline agencies.

Bomogao earlier mandated Barangay DRRMs to swiftly activate their emergency operations center and monitor their areas of responsibility, conduct pre-emptive evacuation if necessary.

The City Social Welfare and Development Office and City Veterinary and Agriculture Office shall ensure the availability of Food and Non-Food items; likewise ensure that evacuation centers are operational and personnel are ready to deliver services in coordination with the City Treasury Office to ensure availability of funds.

The City Engineering Office and City Buildings and Architecture Office shall ensure available duty personnel, vehicles and equipment for Rapid Damage Assessment and Needs Analysis (RDANA); likewise conduct clearing operations and shall serve augmentation during evacuation and rescue while monitoring sewer lines to ensure functionality.

The CBAO shall also implement mitigating measures for all ongoing projects as first responders and provide augmentation measures for all ongoing projects.

The City Environment and Parks Management Office shall inspect and clear all tree/branches that pose danger to life and property and monitor sewer lines to ensure functionality as well.

The Public Order and Safety Division shall ensure the availability of manpower and vehicles to respond to emergencies.

Meantime, the City General Services Office shall ensure the availability of manpower and vehicles to respond to emergencies and provide dissemination on proper disposal of garbage in coordination with the PIO.

The City Health Services Office shall activate all Health Emergency Response Teams (HERTs) and ensure the availability and accessibility of all District Health Centers to the general public.

The Baguio City Police Office shall ensure safety and security of the general public; and shall serve as first responders and provide augmentation to rescue and evacuation.

The Bureau of Fire Protection – Baguio Fire Station shall ensure delivery of emergency response for fire incidents, medical and rescue.

Reserved units of the Armed Forces of the Philippines upon notification from the CDRRMO shall preposition Humanitarian Assistance and Disaster Response (HADR) equipment as proactive measure.

The city’s contingency plan for Hydrometeorological Hazards shall be activated upon the evaluation of the RDANA team. – JM Samidan
