Blaming and shaming people will not help fight the pandemic. To end COVID-19, we must also end the stigma associated with it. Social stigma in the time of Coronavirus is hurting everyone.

Stigma creates fear and anger toward ordinary people, making it more difficult to control the spread of the virus. It prevents people from seeking health care immediately.

The public is urged to always be respectful when dealing with health workers and people affected by COVID-19 and to always be mindful not to say or do anything that is discriminatory or stigmatizing.

Baguio City Ordinance Numbered 44, Series of 2020 prescribes penalties for acts of discrimination committed against persons affected by COVID-19 and health workers.

465 BAGUIO VISITORS TURNED BACK DUE TO LACK OF DOCUMENTS
19 September 2021 -- A total of 465 travelers , from September 1 to 12, were immediately sent back to their places of origin after it was found by Baguio City Police Office (BCPO) personnel manning the city’s borders that they either had none or lacked the needed documents to enter the Summer Capital.

This was revealed by City Disaster Risk Reduction and Management Office chief Antonette Anaban during the online management committee meeting of local officials, Sept. 14, led by Mayor Benjamin Magalong.

She presented updates on the city’s Delta variant contingency plan where stricter border control is one of its 20 key result areas.

The lion’s share of those who were sent packing back home, 209, where those caught at the Marcos Highway border; 51, Tuba Viewdeck; 34, Irisan; 10, Magsaysay; 61, Longlong Tacay; 90, Tiptop; 0, Kias; 3, Asin Tadiangan; and 7 individuals were turned back at the Ambiong border.

No travelers presenting fake documents and colorum vehicles were apprehended at the city’s borders during the same period, Anaban said.

The Mayor earlier ordered the BCPO under P/Col. Glenn Lonogan to enforce stricter control of the city’s borders due to the current surge in coronavirus disease 2019 (Covid-19) cases mostly due to its more infectious Delta variant.

The contingency plan’s key result areas are: Stricter border control; monitoring of compliance with MPHS; MPHS in establishments and workplaces; expanded age-based restrictions; limited mass gathering; conduct of classes, board review, registration, examinations within Baguio; promote use of telemedicine/telecommunication; management of the dead; implementation of rolling stores and market-to-home delivery; and vaccination program.

Expanded risk-based/targeted testing; aggressive contact tracing; isolation/quarantine policy and increase in bed capacities; community/granular lockdown; monitoring of critical care utilization; augmentation of health workers; inventory/procurement of critical equipment; stockpiling of critical supplies and medicines; real-time referral and coordination of cases; mental health and wellness programs, are the other key result areas. - Gaby B. GCQ RESTRICTIONS EXTENDED
18 September 2021 - While waiting for action on the request for a stricter quarantine classification, Mayor Benjamin Magalong on Sept. 15 extended the implementation of additional restrictions until Sept. 26, 2021.

In Executive Order No. 114-21, the mayor ordered the ban on non-essential travels from all areas regardless of risk level classification be continued until Sept. 26.

Also extended were the total liquor ban and home restrictions for persons 17 years old and below.

Reduced capacity for dine-in establishments will continue at 30 percent while that of indoor gyms and sports venues, personal care establishments, venues for recreation, leisure, entertainment, and indoor tourist attractions was reduced also to 30 percent.

“There is a need to continue implementing these restrictions on activities and movements to address the prevailing Corona virus disease (COVID-19) situation in the City,” the mayor said.

He said the city continues to face a sustained uptrend of cases.

“In the past seven days, our average number of cases per day is 240, and our number of barangays with positive cases has gone up to 119 or 92.25 percent,” he said.

The mayor earlier asked that the city’s quarantine status be elevated to GCQ with heightened restrictions to carry out more restraints in the hope of curbing the ballooning cases putting too much strain on the city’s health care and other management and response strategies. – Aileen P. Refuerzo

CITY TURNING AWAY 50-70 ENTRANTS DAILY AT BORDERS

12 Sept. 2021 - Baguio City has been turning away 50-70 entrants daily at its borders as a result of stricter implementation of border protocols.

Mayor Benjamin Magalong said the most common reasons for entry refusal were the lack of proper documents and non-essential purpose of travel.

From Aug. 1-21, a total of 377 were sent home for incomplete travel requirements.

There were 14 apprehended for presenting fake documents.

Border rule implementation was tightened as early as July to address gaps in drop-and-go and passing-through travels and later as part of the contigency measures against the more dangerous variant.

The mayor specifically ordered stricter monitoring of all entrances to bar residents in areas placed under Enhanced Community Quarantine (ECQ) from coming to the city to the extent of using fabricated travel documents to skirt the city’s entry requirements.

He urged personnel manning checkpoints and triages to be vigilant and discerning in their scrutiny of travel documents including vaccination cards, identification. -- Aileen P. Refuerzo
