IS BAGUIO CITY PART OF BENGUET? YES AND NO

Many people assume that Baguio City is part of Benguet, but the answer depends on whether you're talking about geography or government administration.

Geographically, yes. Baguio is located in the heart of Benguet and is completely surrounded by the province.

Administratively, no. Baguio is a Highly Urbanized City (HUC), which means it operates independently from the Province of Benguet. It has its own city government and is not under the authority of the Benguet provincial government.

Despite this, Baguio and Benguet remain closely connected. The city serves as the regional center of the Cordillera Administrative Region (CAR), and several Benguet provincial offices are located in Baguio for convenience.

So, while Baguio is geographically within Benguet's boundaries, it is a separate and independent local government unit with its own administration.

Did you know? Before becoming a chartered city in 1909, the area where Baguio now stands was part of the old Benguet province during the American colonial period.

Today, however, it is officially independent from the province while maintaining strong historical, cultural, and economic ties with Benguet.
