PROCLAMATION NO. 01 Series of 2021

DECLARING THE SUSPENSION OF CLASSES IN ALL PUBLIC AND PRIVATE SCHOOLS FROM KINDERGARTEN TO POST-GRADUATE STUDIES AND THE ADOPTION OF THE FULL WORK-FROM-HOME ARRANGEMENT IN ALL GOVERNMENT OFFICES ON MAY 14-15, 2021 (FRIDAY & SATURDAY) DUE TO TROPICAL STORM “CRISING”

WHEREAS, on May 13, 2021, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued Severe Weather Bulletin No. 3 for Tropical Storm “Crising” with a tropical cyclone warning, indicating that the eye of the storm is estimated at 330 kilometers East of Davao City (7.2°N, 128°E) as of 10:00 AM, at maximum sustained winds of 65 km/h, gustiness of up to 80 km/h and moving West Northwestward at 10 km/h;

WHEREAS, the same bulletin included Davao City in the areas where Tropical Cyclone Wind Signal (TCWS) No. 1 is raised, given 30-60 km/h prevailing winds expected in 36 hours;

WHEREAS, the same bulletin indicates that impacts of the winds may include slight damage to houses made of very light materials and makeshift structures in exposed communities and that winds may also affect small trees and rice crops;

WHEREAS, the City Government of Davao is duty-bound to safeguard the welfare of the public and undertake measures to avert any untoward incidents or disasters that may be caused by Tropical Storm Crising;

NOW THEREFORE, I, SARA Z. DUTERTE, City Mayor of Davao, by virtue of the powers vested in me by law, do hereby declare for the period of May 14 (Friday) to 15 (Saturday), 2021:

1. the suspension of classes from kindergarten to post-graduate studies including technical-vocational courses in all public and private educational institutions;

2. the adoption of the full Work-From-Home (WFH) arrangement in all national and local government offices, including government-owned and controlled corporations, EXCEPT the safety and security, health, social services and disaster offices who are performing emergency, disaster preparedness and response duties and Covid-19 response and vaccination activities. The same exception shall apply to all employees performing emergency, disaster preparedness and response duties and Covid-19 response and vaccination activities but are not under the offices enumerated above;

3. that private offices and establishments may suspend work on the aforementioned dates on their own discretion.

TAGUM CITY - Daang Maharlika Highway - Both directions will be closed from 3:00 AM - 12:30 PM. At 10:30 AM, southbound direction will be opened for two-way traffic while the northbound direction remains closed until 12:30 PM.

- Mabini St.
- Tagum-Panabo Circumferential Rd.
- Brgy. Lacson Rd.
- Little Panay
- San Isidro, Bunawan
- Mahayag, Bunawan
- Cabantian, Buhangin

CARMEN AND PANABO CITY - Daang Maharlika Highway - Both directions will be closed from 3:00 AM - 12:30 PM. At 10:30 AM, southbound direction will be opened for two-way traffic while the northbound direction remains closed until 12:30 PM.

- Tagum-Panabo Circumferential Rd.

Alternate Road from Panabo City:
- Cabaluna St.
- Little Panay
- San Isidro
- Mahayag, Bunawan
- Cabantian, Buhangin

DAVAO CITY - Affected roads will be from corner JP LAUREL/F. TORRES to LASANG. All roads connecting the affected closure will be temporarily closed or “No Entry”.

At 3:00 AM to 3:30 PM, corner JP LAUREL/F. TORRES to ALCANTARA northbound direction will be closed. Both directions will also be closed from ALCANTARA to ROBINSONS TAGUM at 3:00 AM to 12:30 PM. By 10:30 AM southbound direction will be opened for traffic while northbound direction remains closed from 10:30 AM to 12:30 PM. At exactly 12:30 PM DAANG MAHARLIKA HIGHWAY (from Tagum City to Alcantara) both directions will be opened for traffic all the way to JP LAUREL AVENUE southbound direction only.

During the run course, the affected road is JP LAUREL AVENUE (northbound lanes) from ALCANTARA to corner F. TORRES ST. at 3:00 AM to 3:30 PM. All roads connecting the affected closure will be temporarily closed or “No Entry”.

STATEMENT BY MAYOR INDAY SARA DUTERTE ON THE TRANSPORT STRIKE ON OCT. 16, 2017

We fully respect the planned transport strike in Davao City on Monday, Oct 16.

Classes from kindergarten to college will be suspended.

The City Government of Davao will deploy buses to assist passengers. Let us all take this opportunity to observe the streets with less jeepneys and more buses as envisioned in the High Priority Bus system project for the Dabawenyos.

Meanwhile, we remind the public that crimes committed during the strike will not be tolerated. We enjoin the protesters to practice self-restraint in their actions.

Traffic Chief Dionisio Abude will be the point person for the City Government for the strike.
