Honorable Presiding Officer, my fellow members of this august body, ladies and gentlemen:
I rise today on a matter of privilege to share a simple idea that can create a big impact on our local economy.
We all know that our LGU regularly conducts seminars, trainings, workshops, meetings, and conferences. These are important activities because they improve the skills and knowledge of our personnel so we can serve our people better.
But there is one question that we should ask ourselves:
Where do we hold these activities, and who truly benefits from the money we spend?
Many times, we bring these seminars and trainings to other cities and provinces. We spend for hotels, restaurants, venues, transportation, and other expenses outside our locality.
But at the same time, ๐ฌ๐ ๐๐๐ซ๐ ๐๐ค๐ฉ๐๐ก๐จ ๐๐๐ง๐.
๐๐ ๐๐๐ซ๐ ๐ง๐๐จ๐ฉ๐๐ช๐ง๐๐ฃ๐ฉ๐จ ๐๐๐ง๐.
๐๐ ๐๐๐ซ๐ ๐ฉ๐ง๐๐๐ฃ๐๐ฃ๐ ๐ซ๐๐ฃ๐ช๐๐จ ๐๐๐ง๐.
๐๐ ๐๐๐ซ๐ ๐จ๐ข๐๐ก๐ก ๐๐ช๐จ๐๐ฃ๐๐จ๐จ๐๐จ ๐๐๐ง๐ ๐ฉ๐๐๐ฉ ๐๐ง๐ ๐๐๐ฅ๐๐๐ก๐ ๐ค๐ ๐๐ค๐จ๐ฉ๐๐ฃ๐ ๐ฉ๐๐๐จ๐ ๐๐๐ฉ๐๐ซ๐๐ฉ๐๐๐จ.
Mga kaupdanan, may mga establisyemento man diri sa aton nga lugar nga nagaubra adlaw-adlaw, naga-hire sang aton mga pumuluyo, kag naga-negosyo para lang makabuhi sang ila pamilya.
And let us not forget this very important truth:

๐๐ง๐ข ๐ง๐ ๐ ๐ค๐ฐ๐๐ซ๐ญ๐ ๐๐ฆ๐จ ๐ฆ๐๐ง ๐๐ง๐ ๐ ๐ข๐ง๐๐๐ฒ๐๐ ๐ฌ๐๐ง๐ ๐๐ญ๐จ๐ง ๐ฆ๐ ๐ ๐ฉ๐ฎ๐ฆ๐ฎ๐ฅ๐ฎ๐ฒ๐จ ๐๐ข๐ฅ๐๐ง๐ ๐ข๐ฅ๐ ๐๐ฎ๐ฐ๐ข๐ฌ.
The restaurants we pass by every day, the small hotels in our town, the catering services that operate hereโthese are the same businesses that pay taxes to the LGU.
In simple terms, ๐๐ฃ๐ ๐๐๐ฃ๐๐๐๐จ๐ฉ๐ค๐จ ๐ฃ๐๐ฉ๐ค๐ฃ ๐ฃ๐๐ ๐ ๐ฌ๐๐ง๐ฉ๐ ๐๐ข๐ค ๐ข๐๐ฃ ๐๐ฃ๐ ๐ ๐ฌ๐๐ง๐ฉ๐ ๐ฃ๐๐ ๐๐๐ฃ๐๐๐ฎ๐๐ ๐ฃ๐๐ก๐ ๐จ๐ ๐๐ฉ๐ค๐ฃ ๐๐๐ก๐๐ฃ๐ ๐๐ช๐ฌ๐๐จ.
So the question is very simple:
Why should their money be spent somewhere else when it can help their own businesses here?
Kung diri naton pagahimuon ang aton seminars kag trainings, madamo gid ang makinabang.
Ang hotel may booking.
Ang restaurant may customer.
Ang caterer may order.
Ang mga empleyado may trabaho.
And the money circulates within our own local economy.
Mga kaupdanan, sa Ilonggo nga paminsaron, may isa kita ka simple nga prinsipyo:

This is not about limiting opportunities.
This is not about closing doors to other places.
โ๐๐ก๐ข๐ฌ ๐ข๐ฌ ๐๐๐จ๐ฎ๐ญ ๐ฌ๐ฎ๐ฉ๐ฉ๐จ๐ซ๐ญ๐ข๐ง๐ ๐จ๐ฎ๐ซ ๐จ๐ฐ๐ง ๐ฉ๐๐จ๐ฉ๐ฅ๐ ๐๐ข๐ซ๐ฌ๐ญ ๐ฐ๐ก๐๐ง๐๐ฏ๐๐ซ ๐ฉ๐จ๐ฌ๐ฌ๐ข๐๐ฅ๐.
Every peso that stays in our locality strengthens our economy.
Every LGU activity held locally becomes an opportunity for our entrepreneurs to grow.
And every decision like this shows our people that we truly stand behind our words when we say we support local businesses.
That is why I respectfully encourage all departments and offices of our LGU to prioritize local establishments when conducting trainings, seminars, workshops, and official gatheringsโprovided that the facilities meet the requirements of the activity.
This is not just an economic decision.
This is a statement that we believe in our own community.
Because at the end of the day, the money we spend as government should also help the very people who helped build that fund.
This is how we care in Concepcion.
