"No Permit, No Entry" Policy for Boracay workers set to begin in September

A "No Working Permit, No Entry" policy will be implemented in Boracay starting September 2025.

The policy mandates that all workers, upon arrival at the port, must present a valid Working Permit to gain entry through the designated. Workers' Lane. Those without the necessary documentation will be denied access.

"This policy is implemented to ensure that all workers on the island are properly documented and compliant with local regulations," stated a public advisory released by local authorities.

The new measure has the potential to impact a significant portion of the island's workforce, particularly those in the tourism and service industries.

Authorities are urging workers to contact the relevant local government offices for information on obtaining a Working Permit and to ensure they are fully compliant with all applicable regulations.

“These Are For My Grandchildren” – A Patriarch

It was the idea of Federico to purchase this little parch of land in an unknown island north of Kalibo in the 1970s. Federico, as hard headed as he could be, often would do mischievous deeds that would spite Lourdes – including this seemingly irrelevant property that had no friendly face around other than the Ati and carabaos travelling on short, narrow, sandy roads lined with coconuts. It rests just beyond the edge of the water, over two creeks running across the property – almost dividing it; like an island within an island. Lourdes had thoughts about this acquisition, but nevertheless, like how a matriarch muses – she put her trust in Federico.

Because the beach was across a small stream, a coconut tree had to be utilized as a makeshift bridge. The perimeter had to be lined with coconuts too, then paired with chicken wire to keep the wild animals from entering, protecting the small hardworking hands clearing the overgrowth and swamp.

Leo, Gil, Noe, Rex, Joy, Sim, Gay, and Dea worked.

A seasoned seafarer, Federico knew that the wind and the waves are always on the side of the ablest navigator. He kept the land on his starboard knowing that winds would take him to a voyage unimaginable.

He was right.

Starting with three simple nipa huts and an even larger one at the farthest for his family, it all seemed possible. At night, Lourdes would light ‘gaseras’ for them to be able to work their way around the house. Their first guests too were not spared from the darkness of the evening – but nevertheless, the surroundings compared to a solemn night in the middle of a calm sea. Everybody could hear the crickets, the breeze grazing coconut leaves, barely lit. Everybody could see the sea, crashing into the beach calmly all year round, and the reflection of the moon steady as if it had fallen from the sky.

“These are for my grandchildren. This will be their home, away from home.” said Federico

Lourdes nodded with acclaim – “it is.”

Villa Lourdes Resort – Boracay grew tenfold. The nipa huts gained more numbers. Guests were flocking and the simple parch of land has now grown into a full-blown hotel with 4 buildings and a hundred rooms.

A traditional hotel run by a traditional Filipino family, everything up to this day are centred in serving our guests as if they are at their own home. We provide service that is comparable to of being a family member of ours, a good friend, or a partner. We enrich the hospitality of a humble Filipino home. We share this virtue to our guests, which is our family too. We follow this to this day – perpetually.
