The Technical Education and Skills Development Authority (TESDA), in partnership with the Bohol League of Community and Employment Coordinators (BLECTEC), successfully held its 4th Quarter BLECTEC, Inc. Meeting on December 18, at 717 Cesar Place Hotel along CPG Avenue, Tagbilaran City.
The meeting brought together local government executives, technical education stakeholders, TESDA officials, and partner institutions to review program accomplishments, align future initiatives, and strengthen collaboration in advancing technical education and skills development (TESD) in the province, a UNESCO Global Geopark.
The activity also highlighted the continued support of the Bohol Employment and Placement OfficeโPublic Employment Service Office (BEPOโPESO) in promoting responsive and inclusive workforce development, aligned with the Capitolโs Strategic Governance Roadmap.
The program formally opened with registration and preliminary activities, including the singing of hymns and an invocation. A welcome message was delivered by BLECTEC President Maria Vilma Yorong, who emphasized the importance of collaboration between local government units and national agencies in sustaining TESD initiatives. Messages of support followed from Dr. Floro Ringca, PhD, T.M., Provincial Director of TESDAโBohol, while an inspirational message was delivered by Gamaliel Vicente Jr., CESO III, ASEAN Engineer, Regional Director of TESDAโVII, underscoring the need to align skills development programs with industry and regional development priorities.
During the meeting proper, members discussed key agenda items, including the reading of the minutes of the previous meeting, the BLECTEC financial report, and the presentation of Calendar Year (CY) 2025 accomplishments per STAR. The body also deliberated on the CY 2026 action plan templates and participated in an orientation on TESDA Circular No. 039, series of 2021, which provides guidelines for the implementation of TESDA programs in local government units through Community Training and Employment Coordinators (CTECs).
A major highlight of the meeting was the discussion on emerging skills identified during the 2025 industry consultation, aimed at ensuring that training programs remain demand-driven and responsive to evolving labor market needs. In this context, the Provincial Government of Bohol, led by Gov. Aris Aumentado, through the BEPOโPESO, reaffirmed its strong commitment to supporting TESDA and BLECTEC initiatives through employment facilitation, industry linkages, policy support, and the integration of TESD programs into the provinceโs workforce and economic development agenda.
The activity also featured the awarding of Certificates of Training to CPDS Level IV Batch 3 completers, Certificates of Appreciation to CPDS Level IV resource speakers and facilitators, Certificates of Membership to BLECTEC members, and Certificates of Recognition to BLECTEC officers, recognizing their significant contributions to skills development in the province.
The meeting concluded with the discussion of next steps and adjournment, reaffirming the shared commitment of TESDA, BLECTEC, and the Provincial Government of Bohol, through the BEPOโPESO, to collaboratively advance technical education, workforce readiness, and inclusive growth in the province.
