If 20% of people were using high-octane fuel and now even half of them shift to regular petrol, what happens next?

Regular fuel consumption goes up.
Subsidy burden increases.

So what exactly is the logic behind putting higher levy on high-octane?

Feels like a move that shifts pressure rather than solves anything. Someone really needs to justify the economics behind this.
