It is the Thai north tradition. You won't see this anywhere else in other areas of Thailand.

Wherever you see this red flag, It is mean there was an accident and somebody had died. It is not a decoration or for selfies.

The accident took 2 bodies 4 days ago. The 2 red flag are the symbol of 2 life had been taken away from this earth and it is use for ritual to get their soul back. I have seen a lot of tourists took selfies , smiling and thought this things are city decorations but literally it is not.
