The building was designed in 1911 by architect Kemaleddin Bey (1870-1927), director of Construction and Restoration Department at the Ottoman Ministry of Foundations (Ottoman Turkish: Evkaf Nezareti). It is styled in First Turkish National architecture, also called Ottoman Revivalism. The building was constructed between 1916 and 1926 in the place of "Hamidiye Külliyesi", the religious buildings c
omplex belonged to Sultan Abdul Hamid I (reigned 1774-1789). It was built to meet the high demand for office blocks at the area in the early years of 20th century. The completion of the construction took years due to the participation of the Ottoman Empire in the Balkan Wars and World War I. During the occupation of Istanbul by the Allies following World War I, French troops, which were stationed in the old city zone, used the at that time incomplete building from 1920 to 1923 as barracks, calling it "Caserne Victor". 4.Vakıf Han 1911 yılında mimar Kemaleddin Bey (1870-1927) tarafından dizayn edilmiştir. Mimar Kemaleddin Bey Osmanlı Vakfı İnşaat ve Restorasyon Direktörü idi.(Osmanlı-Türk Evkaf Nezareti) Bina ilk Türk ulusal mimari örneğidir, aynı zamanda Osmanlı Dini uyanışı da denir. Bina 1916 ve 1926 yılları arasında “Hamidiye Külliyesi” olarak inşa edilmiştir. “Hamidiye Külliyesi” Sultan Abdul Hamid I’e ait olan dini bir bina kompleksi idi. (1774-1789 yılları arasında padişahlık yapmış). 20.yy başlarında ofis binası olarak oldukça talep görmüş, inşası ve binanın bitimi çok uzun sürmüş hatta Osmanlı İmparatorluğu döneminde Balkan Savaşlarını ve 1.Dünya Savaşını görmüştür.
1920-1923 yılları arasında dışı tamamlanmış ve içi eksik olarak Fransızlar tarafından “Caserne Victor” adıyla karargah olarak kullanılmıştır. Bir dönem de 20.yy sonlarına doğru İstanbul Borsasına uzun bir süre ev sahipliği yapmıştır.
