There is a city in Southwest Florida where the vacant lots are protected, and the reason is a bird that is nine inches tall and stands there glaring at you like you owe it money. 🦉

Burrowing owls do not do what owls are supposed to do. They do not live in trees. They dig, or take over somebody else's hole, and they live underground in open dry ground with a good clear view in every direction. They are out in daylight. They stand on one leg at the mouth of the burrow on a mowed lot between two houses, bobbing when something makes them nervous, and they will absolutely stare down a person walking a dog. Cape Coral turned out to be perfect for them, because a city platted with tens of thousands of empty lots is essentially a manufactured prairie.

So the town leaned into it. Volunteers dig starter burrows to give the owls a head start. The nests get roped off with those little stakes and the perch sticks you see on lots all over the city. Construction has to work around active burrows. There is an annual festival. A bird that most of the state has never seen in person is a full civic identity in one city, and it is one of the more unlikely conservation arrangements anywhere in Florida.
