Some people keep calling it “corrupt” when LEOPS retirees return to service after retirement, but that ignores how the Maryland system is actually designed to work.

Maryland’s LEOPS pension system specifically allows retirees to return to employment after retirement under established rules, including the required separation period and reporting requirements. This isn’t a loophole or some hidden backroom deal — it’s written directly into the retirement structure.

What many people also fail to understand is that the system itself is built around experienced officers staying connected to the profession after retirement. Programs like DROP were created with retention and transition in mind. Agencies invest decades into training law enforcement professionals, and the state recognized the value of allowing those experienced people to continue serving in some capacity after retirement.

In many cases, retired officers return to:

* train younger deputies and officers,
* work specialized assignments,
* assist with staffing shortages,
* handle investigations,
* provide courthouse or transport security,
* or fill administrative and support roles.

That experience matters. It benefits agencies, taxpayers, and public safety.

Calling it “double dipping” without understanding the law or the purpose behind the system oversimplifies the issue. These retirements were earned through decades of service, dangerous work, missed holidays, and time away from family. Returning to work afterward under legal guidelines is not corruption — it is the retirement system functioning exactly as the legislature intended.

People are free to disagree with the policy, but there’s a difference between disagreeing with a law and falsely accusing public servants of unethical conduct for following it.

I would like to highlight the date of May 24, 2024, nearly two years ago. At that time, there were four patrol shifts consisting of only three personnel each—a total of 12—with one Lieutenant assigned to the day shift and one to the night shift. Recognizing the need to restructure and increase manpower for the safety of both citizens and deputies, the Sheriff’s administration and County Government took action.

Currently, there are 20 deputies assigned to patrol, with five deputies now assigned to each shift. While this dramatic and calculated increase does not account for FMLA, sick leave, injuries, or training, it demonstrates that the wheels have been in motion for nearly two years to address these staffing needs.

While the two-deputy minimum remains a contractual requirement under our existing agreement, this administration and the county government have heard our concerns.

Each meeting was attended and led by the Sheriff, Major Dave Morgan, and County Government.

They immediately began assessing our needs and realigning personnel to fulfill our mission. This progress is the result of partnership across all levels and, most importantly, effective leadership, and vision for the future.
