Ingredients
For the Potato Rings:
* 3 large russet potatoes, peeled and cut into chunks
* 1/2 cup caramelized yellow onions, finely chopped
* 3 tablespoons chives, finely sliced
* 1/4 cup unsalted butter, softened
* 1/3 cup heavy cream
* 2 tablespoons heavy cream
* Salt and black pepper to taste
* 2/3 cup all purpose flour
* 1/3 cup rice flour
* 2 tablespoons garlic powder
* 1 tablespoon onion powder
* 1 tablespoon smoked paprika
* 2 large eggs, lightly beaten
* Vegetable oil for frying

* 1/2 cup light mayonnaise
* 1/4 cup low fat buttermilk
* 1 1/2 teaspoons fresh lemon juice
* 2 tablespoons fresh parsley, minced

* 1/2 teaspoon dry mustard

Step-by-Step Instructions
1. Place the peeled potato chunks into a large pot and cover with cold water. Bring to a boil over medium-high heat and cook for 20–25 minutes until fork tender. Drain thoroughly.
