🔺PROBLEM
A major landslide on Highway 1 at Rocky Creek Bridge damaged the coastal seawall approximately 170 feet below the roadway. The extreme terrain, lack of ground access, steep cliff face, tidal conditions, high winds, and marine environment created significant challenges for crews performing emergency infrastructure repairs.
🔸SOLUTION
SkyLine constructed a custom stair tower access system extending from the tidal zone at the base of the cliff to the underside of the Highway 1 viaduct structure and Rocky Creek Bridge above. At 170 feet in height, this system ranks among the tallest coastal scaffold installations deployed on any California Department of Transportation emergency repair project. The scaffold system was engineered to meet several demanding criteria, including:
• Structural capacity for workers, materials, and equipment
• Stability in a marine environment exposed to wind, waves, and corrosion
• Full Cal/OSHA compliance, including guardrails, fall protection, and safe vertical access
• Integration with rope-access crews and crane-delivered materials
🔹RESULTS
The completed access system provided safe, reliable access for workers, materials, and heavy equipment throughout the emergency repairs. Engineered for Cal/OSHA compliance and the demanding coastal conditions, the system enabled crews to restore critical Highway 1 infrastructure safely and efficiently—demonstrating SkyLine’s ability to deliver complex access solutions in extreme environments.
