For years, ActBlue did not require a ๐๐๐ ๐๐จ๐๐ โ the three-digit number on the back of your credit card โ for online donations. Every gas station pump in America requires a CVV. Every Amazon purchase requires a CVV. ActBlue, processing billions in political donations, did not. They didnโt begin requiring CVV verification until ๐๐๐๐, and didnโt mandate it for all new credit card donations until ๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐๐๐๐ โ after congressional investigations were already underway.
It gets worse. Donors who used ๐๐ฉ๐ฉ๐ฅ๐ ๐๐๐ฒ, ๐๐๐ฒ๐๐๐ฅ, ๐จ๐ซ ๐๐๐ง๐ฆ๐จ were never asked to provide passport information โ even when donating from a foreign address. The โmultilayeredโ foreign screening Wallace-Jones described to Congress had a gaping hole for anyone using a payment app. And in September 2024 โ while already under investigation โ ActBlue ๐ฅ๐จ๐๐๐ข๐๐ ๐๐ ๐๐ข๐ง๐ฌ๐ญ a Republican-backed bill that would have required CVV codes for all political donations (The Hill).

A cybersecurity researcher identified $๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง in donations through ActBlue made in the names of ๐๐ ๐๐จ๐ง๐ง๐๐๐ญ๐ข๐๐ฎ๐ญ ๐ซ๐๐ฌ๐ข๐๐๐ง๐ญ๐ฌ, most of whom are elderly or retired (Inside Investigator). Five signed sworn affidavits saying the FEC donation records in their names do not reflect donations they actually made.
The individual cases are staggering:
A ๐๐-๐ฒ๐๐๐ซ-๐จ๐ฅ๐ ๐ฐ๐จ๐ฆ๐๐ง was listed as making ๐,๐๐๐ ๐๐จ๐ง๐๐ญ๐ข๐จ๐ง๐ฌ ๐ญ๐จ๐ญ๐๐ฅ๐ข๐ง๐ $๐๐,๐๐๐. She signed an affidavit denying them.
A ๐๐-๐ฒ๐๐๐ซ-๐จ๐ฅ๐ ๐ฐ๐จ๐ฆ๐๐ง appeared to have made ๐,๐๐๐ ๐๐จ๐ง๐๐ญ๐ข๐จ๐ง๐ฌ ๐ญ๐จ๐ญ๐๐ฅ๐ข๐ง๐ $๐๐,๐๐๐. She also signed an affidavit denying them.
An elderly acupuncturist was listed with 17 donations in 2022. She said in writing she hadnโt made a political contribution since 2016.
These arenโt glitches. A CNN investigation found a pattern of ๐๐ฅ๐๐๐ซ๐ฅ๐ฒ ๐๐ง๐ ๐๐๐ฆ๐๐ง๐ญ๐ข๐ ๐ฉ๐๐ญ๐ข๐๐ง๐ญ๐ฌ being listed as prolific small-dollar donors in amounts and frequencies they couldnโt possibly have authorized. Somebody was using their identities to funnel money into the Democratic fundraising apparatus.

In a single ๐๐-๐๐๐ฒ ๐ฐ๐ข๐ง๐๐จ๐ฐ during September-October 2024, ActBlueโs own systems detected ๐๐๐ ๐๐จ๐ง๐๐ญ๐ข๐จ๐ง๐ฌ ๐๐ซ๐จ๐ฆ ๐๐จ๐ซ๐๐ข๐ ๐ง ๐๐ ๐๐๐๐ซ๐๐ฌ๐ฌ๐๐ฌ using domestic prepaid cards (House Oversight Committee). Thatโs what they caught. In one month. With the screening that Covington & Burling already said wasnโt working.

A joint report from the House Judiciary Committee, House Administration Committee, and House Oversight Committee found that ActBlue ๐ซ๐๐ฅ๐๐ฑ๐๐ ๐ข๐ญ๐ฌ ๐๐ซ๐๐ฎ๐-๐ฉ๐ซ๐๐ฏ๐๐ง๐ญ๐ข๐จ๐ง ๐ซ๐ฎ๐ฅ๐๐ฌ ๐ญ๐ฐ๐ข๐๐ ๐ข๐ง ๐๐๐๐ โ in April and again in September โ even as fraud reports were mounting. ActBlueโs training guide for new fraud-prevention employees instructed them to โ๐ญ๐ฐ๐ฐ๐ฌ ๐ง๐ฐ๐ณ ๐ณ๐ฆ๐ข๐ด๐ฐ๐ฏ๐ด ๐ต๐ฐ ๐ข๐ค๐ค๐ฆ๐ฑ๐ต ๐ค๐ฐ๐ฏ๐ต๐ณ๐ช๐ฃ๐ถ๐ต๐ช๐ฐ๐ฏ๐ดโ rather than flag suspicious ones. Internal documents show executives were ๐๐ฐ๐๐ซ๐ that foreign and domestic fraudulent actors were exploiting the platform โ and chose not to take it seriously (House Oversight).
They then tried to ๐ก๐ข๐๐ ๐ญ๐ก๐ ๐ฉ๐จ๐ฅ๐ข๐๐ฒ ๐๐ก๐๐ง๐ ๐๐ฌ to avoid sparking discussions about fraud on the platform.
