Right… Part 3… we’re making progress… kinda

Remember last week?

When we all collectively lost our minds because it looked like:
• You need a permit to breathe near a dam
• Night boating = illegal
• And your outboard rev = jail time

Ja… that chaos.

𝗪𝗲𝗹𝗹… 𝗨𝗣𝗗𝗔𝗧𝗘 𝗧𝗜𝗠𝗘
We’ve now had:
• 3 online meetings
• Over 13,000 comments

Tjom…

That’s not a discussion.

That’s a nationwide “ja nee, nie vir n fok nie” moment.

𝗔𝗻𝗱 𝗵𝗲𝗿𝗲’𝘀 𝘁𝗵𝗲 𝗳𝗶𝗿𝘀𝘁 𝗯𝗶𝗴 𝗼𝗻𝗲
“Ja… we messed up”

The Department basically came out and said:
“Okay okay… this draft… it’s a bit of a mess.”

Not those exact words obviously…

But translated into normal oke language:
“We rushed this thing and now we need to fix it properly.”

So yes…

They’re redrafting it.

𝗦𝗼 𝘄𝗵𝗲𝗿𝗲 𝗮𝗿𝗲 𝘄𝗲 𝗻𝗼𝘄?
Think of it like this:
• They brought out Version 1
• Everyone said “Watse kak is die??”
• Now they’ve gone back to the drawing board

Progress?

Yes.

Finished?

Not even close.

These rules?

ONLY apply to 𝗗𝗪𝗦-𝗼𝘄𝗻𝗲𝗱 𝗱𝗮𝗺𝘀

• Your local municipal dam
• Rivers
• Private dams
• Canals
• Farm dams

So no…

They’re not coming for your uncle’s farm dam with a clipboard

𝗧𝗵𝗲𝗻 𝗰𝗮𝗺𝗲 𝘁𝗵𝗲 𝘀𝗽𝗶𝗰𝘆 𝗱𝗶𝘀𝗰𝘂𝘀𝘀𝗶𝗼𝗻𝘀
Because okes didn’t hold back.

𝗧𝗵𝗲 “𝗹𝗲𝗮𝘀𝗲” 𝗱𝗿𝗮𝗺𝗮
Everyone was like:
“So must we now RENT water???”

Department says:
“No no… only applies to state-owned land next to private property.”

Still a bit messy…

But not as bad as we first thought.

𝗧𝗵𝗲 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗻𝗼𝗻𝘀𝗲𝗻𝘀𝗲
This whole:
“You must partner with government to operate”

Got questioned HARD.

Because now you’re mixing boating laws with business laws…

And that’s where things start getting sketchy.

𝗧𝗵𝗲 “𝘄𝗵𝗼’𝘀 𝗮𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝗶𝗻 𝗰𝗵𝗮𝗿𝗴𝗲” 𝗽𝗿𝗼𝗯𝗹𝗲𝗺
Another big one…

Who’s enforcing all of this?

Because there was talk of pushing admin onto:
• normal okes
• businesses
• clubs

And everyone basically said:
“Ag no man… that’s your job, not ours.”

𝗔𝗻𝗱 𝘁𝗵𝗲𝗻 𝘁𝗵𝗶𝘀 𝗼𝗻𝗲… 𝘄𝗵𝗶𝗰𝗵 𝗶𝘀 𝗮𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝘄𝗶𝗹𝗱
They’re using OLD plans

Some of the planning documents they’re using?

Last updated in 2015.

That’s like using a Nokia 3310 to plan an iPhone.

So now people are saying:
“How are you making 2026 rules… based on 2015 info??”

Fair question.

𝗦𝗼 𝘄𝗵𝗲𝗿𝗲 𝗱𝗼𝗲𝘀 𝘁𝗵𝗮𝘁 𝗹𝗲𝗮𝘃𝗲 𝘂𝘀?
Alright…

Let’s be honest.

The GOOD:
• They listened
• They admitted the draft has problems
• They’re reworking it
• Some clarity came through

The NOT-SO-GOOD:
• Still a lot of unanswered questions
• Still some worrying stuff in there
• Still very unclear how this will actually work

𝗧𝗿𝗮𝗻𝘀𝗹𝗮𝘁𝗶𝗼𝗻 𝗶𝗻𝘁𝗼 𝘀𝗮𝗹𝘁𝘆 𝗹𝗮𝗻𝗴𝘂𝗮𝗴𝗲
• We stopped the train…
• But it hasn’t left the station yet

This whole thing could still go:

We’re in that middle stage now where:
• Everyone is watching
• Everyone is waiting
• And nobody fully trusts it yet
